Inheriting the achievements, Quang Ninh continues to find new and correct directions that are in line with trends and act as a driving force for a new period of development. The locality will focus on the rapid and sustainable development of the processing and manufacturing industries and creating new growth drivers towards green, environmentally friendly, and sustainable growth.
Increasing the proportion of high-tech industry
To restructure the industrial sector and develop quickly and sustainably the processing and manufacturing industries, Quang Ninh defined that it is crucial to create a breakthrough and rapidly increase the contribution proportion of the processing and manufacturing industries in GRDP and local budget collection. The province attracts high-quality and highly skilled workers in association with increasing the size and quality of the population through the development of processing and manufacturing industries, economic restructuring, and innovation of growth models.
With that consistent viewpoint, Quang Ninh prioritises attracting green industry, clean industry, high technology, smart technology, and environmentally friendly technology. The province enhances the attraction of investment projects into economic zones and industrial parks with a focus on attracting FDI capital; gradually increasing the contribution proportion of processing and manufacturing industries; and developing the mining industry, marine economy, and high-tech ecological agriculture in a rational and sustainable manner with the view of effectively using development investment resource and economically and effectively using natural resources.
Provincial Party Secretary Nguyen Xuan Ky affirmed that the province is determined to strongly develop the processing and manufacturing industries that have a high level of technology, investment capital, and added value, and are also environmentally friendly. The province will also create a breakthrough in attracting new generation foreign direct investment capital into industrial parks and economic zones, especially regarding the semiconductor industry, with comparative advantages; focus on attracting investment projects in the fields of clean energy, renewable energy, and new energy; deeply participate in global production networks and value chains towards maximising comparative advantages and efficient use of resources; and focus on developing industries with comparative advantages and high value-added proportion.
Currently, there are many projects in the processing, manufacturing, and foundation industries that have been implemented in Quang Ninh Province, such as the automobile manufacturing and assembly factory complex with a maximum capacity of 300,000 vehicles per year and a number of factories producing components, accessories, and supporting technology for automobile production at Viet Hung Industrial Park; the projects in the fields of textiles, garments, and fibres at the Hai Ha, Viet Hung and Hai Yen seaport industrial parks; solar panel production project chain called Jinko Solar at Song Khoai Industrial Park and Hai Ha Seaport (phase 1); and the projects on manufacturing electrical components and electronic equipment at Dong Mai Industrial Park.
In 2023, FDI capital attraction into the province's industrial parks and economic zones reached more than 3.1 billion USD, setting an all-time record. In the first quarter of 2024, it attracted more than 850 million USD. From a province with a low starting point, mainly relying on State assistance, Quang Ninh has risen to become a bright spot in the country as reaching a double-digit economic growth rate for 9 consecutive years (2015-2023); leading the country in the provincial competitiveness index (PCI) for 7 consecutive years; and being among the group of five centrally run provinces and cities with the best economic management quality in the country for 11 consecutive years.
Sustainable development from endogenous resources
To continue to succeed in the new period, Quang Ninh is determined to reposition itself, more clearly identify potential, outstanding opportunities, and competitive advantages; discover and gain a deeper awareness of the conflicts and challenges; and boldly point out its limitations and weaknesses. Based on that identification and positioning, the province sets the development goals and orientations, builds a development philosophy, and boldly chooses and proposes breakthrough and strategic development solutions.
The province's viewpoint is that development based on internal resources is decisive and strategic while long-term fundamental and external resources are important and can create breakthroughs. Quang Ninh takes human development and the assurance and improvement of people's lives as its goals and considers the innovation of growth models, economic restructuring, development of green economy, market demand and emerging industries, and increase of labour productivity as directions. The province also defines the synchronous and modern infrastructure development and administrative reform as the foundation; the education-training and attraction of high-quality and creative human resources and the application of science and technology as driving forces; and cultural development, ecological civilisation, resources saving, and environmental protection as the key points.
Resolution No.17-NQ/TU on building and promoting cultural values and strength of Quang Ninh people to become endogenous resources and driving forces for rapid and sustainable development, which was adopted by the provincial Party’s Executive Committee, has become a guideline in all actions and a lever for the locality to aim for comprehensive development of the local people.
Secretary of the Provincial Party Committee Nguyen Xuan Ky affirmed that the resolution was issued at the right time and with the right content and has been implemented seriously. It has brought efficiency in social life, created fundamental changes in both awareness, responsibility and action of party committees at all levels, party cadres and members of all walks of life.
It can be seen that Quang Ninh has made quite comprehensive and solid development steps. One of the profound lessons passed down, inherited, and promoted through the generations is the solidarity, self-reliance, and strong innovation in thinking, dynamism, creativity, and spirit of daring to think and daring to do.
Quang Ninh has effectively carried out three strategic breakthroughs; effectively and harmoniously resolved social issues, especially in cultural development, social security, equity, and progress; improved the quality of people's lives; and narrowed regional disparities. National defence, security, and border sovereignty have been maintained. Social order and safety have been guaranteed, foreign affairs activities have been strengthened, and the quality of people’s material and spiritual lives have been gradually improved.
Despite many difficulties and challenges, Quang Ninh aims to: be an exemplary province that is rich, beautiful, civilised, and modern; improve all aspects of people's lives; and become the growth pole of the northern region, one of the dynamic and comprehensive development centres, an international tourism centre, a marine economic centre, and a gateway to the Northern key economic region and the whole country. The province strives to achieve the GRDP per capita of more than 10,000 USD by 2025 and 19,000-20,000 USD by 2030.
