The official dispatch clearly states that, in order to achieve the growth target of 8% or more in 2025, the Government has issued Resolution No.25/NQ-CP (dated February 5, 2025) on growth targets for sectors, fields, and localities; the prime minister issued Directive No.05/CT-TTg (dated March 1, 2025), chairing 8 conferences with state-owned enterprises, private enterprises, and foreign enterprises, and issued many documents directing and requesting ministries, agencies, localities, and enterprises to thoroughly grasp, implement drastically, effectively, and complete at the highest level the assigned tasks and targets, contributing to accelerating, breaking through, creating momentum, creating momentum, and creating force for double-digit growth in the next stages to develop the country quickly and sustainably in the new era.
In the coming time, the prime minister requests that ministers, heads of ministerial-level agencies and government agencies, and chairpersons of People’s Committees of provinces and centrally run cities to proactively and synchronously organise the implementation of tasks and solutions assigned in the government’s resolutions and the prime minister's directives on socio-economic development, while focusing on effectively implementing a number of key tasks and solutions as follows:
Strongly and more drastically promoting administrative procedure reform, improving the business environment substantially and effectively.
Accordingly, ministries, agencies and localities should: Focus on thoroughly reviewing, cutting down and simplifying regulations and administrative procedures related to investment, production, business activities and people's lives, ensuring a reduction of at least 30% of administrative procedure processing time, at least 30% of business costs (compliance costs); abolish 30% of unnecessary business conditions; and carry out procedures related to enterprises in the electronic environment to ensure smoothness, continuity and efficiency.
Continue to promptly, fully and accurately announce and publicise information on administrative procedures on the National Database on Administrative Procedures; fully announce internal administrative procedures according to the guidance of the Government Office and review and simplify to ensure the goals and requirements in Decision No. 1085/QD-TTg (dated September 15, 2022). Monitor and closely follow the situation, proactively have appropriate and timely management solutions and measures to ensure a stable supply of gasoline and oil, sufficient electricity supply to serve production and business and people's lives; avoid shortages and interruptions in any situation.
The Government Office shall preside over and coordinate with agencies and localities to develop a resolution and submit to the Government for promulgation approving the program on cutting and simplifying administrative procedures related to production and business activities in the 2025 – 2030 period, to be completed before March 31, 2025.
Timely and substantially resolving difficulties, obstacles and recommendations of people and businesses
Ministries, agencies and localities, according to their assigned functions and tasks: strictly implement administrative discipline and order, create strong changes in working style and manners; proactively resolve work according to assigned functions, tasks and powers with the highest sense of responsibility, resolutely not allowing the situation of shirking or avoiding responsibility; promptly detect and strictly handle acts of harassment, annoyance, corruption and negativity to consolidate and strengthen the trust of people, businesses and investors.
Closely, effectively and substantially coordinate to thoroughly resolve in March 2025 the difficulties and recommendations of enterprises that have been listed in the Concluding Notices of the Government Standing Committee and the prime minister at conferences and working sessions with state-owned enterprises, private enterprises, small and medium-sized enterprises, FDI enterprises of large and important partners such as China, the US, Japan, the Republic of Korea, Europe, ASEAN; in cases beyond authority, promptly propose specific solutions and send them to the Ministry of Finance for synthesis and reporting to the Prime Minister before March 31, 2025.
Synchronously deploying strong, breakthrough solutions to develop science and technology, innovation, digital transformation, and high-quality human resources:
Ministries, agencies, and localities: in March 2025, issue and organise the drastic, synchronous, and effective implementation of specific programs and plans to implement Resolution No.57-NQ/TW (dated December 22, 2024) of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation; Resolution No. 03/NQ-CP (dated January 9, 2025) of the Government on the Action Program to implement Resolution No.57-NQ/TW; and Resolution No.193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation, and national digital transformation.
Accelerate the implementation of Project 06 and share data among sectors, promote comprehensive national digital transformation, create momentum for economic growth based on science, technology, data, digital technology and innovation. Strengthen economic diplomacy; technology diplomacy, especially in the fields of semiconductors, digital transformation, innovation, and startups; attract investment; promote trade; and develop science and technology and emerging industries.
The Ministry of Science and Technology increases investment in science and technology; researches and proposes mechanisms and policies to attract and retain talented and highly qualified experts at home and abroad to participate in the development of science and technology and innovation in Vietnam; promote the formation and development of digital technology industry enterprises.
The Ministry of Education and Training synchronously and effectively implements solutions and policies to encourage and promote the training of high-quality human resources for priority and emerging industries and fields; Research and develop policies to support investment in resources, place orders, and assign training tasks to high-quality human resource training institutions.
Develop a transparent, friendly, and expanded visa policy, and upgrade the issuance of electronic visas
The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Public Security to effectively implement Resolution No.44/NQ-CP (dated March 7, 2025) on visa exemption for citizens of a number of countries — research and propose to the Government a unilateral plan to exempt entry visas for a period of time for citizens of some countries in Europe, the Middle East, Latin America, etc. Classify subjects and prioritise visa exemption for scientists, successful businessmen, wealthy people, leading experts in fields that Vietnam has a need for, etc.
The Ministry of Foreign Affairs and the Ministry of Home Affairs, according to their assigned functions and tasks, must urgently research and propose plans to perfect visa policies, expand the issuance of electronic visas, especially for investors, experts, and policies on granting work permits to foreign workers in a more open, friendly, and transparent manner, minimising procedures to attract capable and financially capable investors, experts, and highly skilled and professional workers, contributing to promoting investment attraction and cooperation, economic development, science and technology, and international integration; and report to the Government in March 2025.
Continuing to extend and reduce taxes to remove difficulties for production and business activities, promote private economic development, and mobilise resources for investment and development
The Ministry of Finance shall preside over and coordinate with ministries, agencies, and localities to: Develop a decree on extending the deadline for payment of value-added tax, corporate income tax, personal income tax, and land rent in 2025 and a decree on extending the deadline for payment of special consumption tax on domestically produced and assembled automobiles, and submit it to the Government before March 15, 2025.
Research and propose expanding the scope of tax reduction and value-added tax reduction applicable in the last 6 months of 2025 and 2026, and report to the Government before March 15, 2025.
Promote investment promotion activities, mechanisms for the Working Group to work with investors strategic investment; propose preferential, superior, internationally competitive mechanisms and policies to attract large-scale, high-tech FDI projects, leading domestic enterprises to participate in regional and global value chains.
Complete the draft Project on Private Economic Development, report to the Government Party Committee in March 2025 before submitting to the Politburo, ensuring quality and progress as required in Official Dispatch No.13537-CV/VPTW (dated February 24, 2025) of the Central Party Office. Soon complete the dossier of the Pilot Resolution to manage activities related to virtual assets and encrypted assets, report to the Government Standing Committee before March 13, 2025.
Continuing to resolutely manage credit policies towards reducing lending interest rates; encourage foreign banks to participate in the process of handling bad debts, restructuring weak credit institutions and promoting investment in Vietnam.
The State Bank of Vietnam shall preside over and coordinate with the Ministry of Finance and relevant agencies to: Closely monitor interest rate developments, resolutely and effectively implement solutions to continue reducing lending interest rates; and continue to manage credit growth in line with economic growth targets, control inflation, direct credit to priority areas, economic growth drivers, social housing, science and technology development, digital transformation.
Consider and promptly resolve proposals from foreign banks, especially support for licensing the establishment of branches and conversion into local legal entities of Korean banks in Vietnam, and report to the prime minister on implementation results in March 2025.
Study and propose appropriate solutions to encourage foreign banks to participate more actively and effectively in the process of handling bad debts and restructuring weak credit institutions in Vietnam.
Promoting social housing development
The Ministry of Construction shall preside over and coordinate with relevant ministries and agencies to urgently study and propose to competent authorities to consider specific mechanisms and policies on social housing development, allowing foreign enterprises and organisations to purchase and rent social housing for workers and labourers in accordance with the spirit of the prime minister’s conclusion at the Conference on March 6, 2025 on removing difficulties and obstacles to promote social housing development.
