The plan sets out seven key tasks and solutions to implement Conclusion No. 84-KL/TW. Specifically, it strengthens the Party’s leadership and the roles of Party committees and organisations at all levels, particularly the responsibility of top leaders towards literature and arts. It needs to promote communication, thorough disseminating and raising awareness of the position and role of literature, arts, and artists in the cause of national construction and defence. It stresses improving the effectiveness and efficiency of state management, increasing resources for building and developing literature and arts in a harmonious manner, and avoiding fragmentation and waste. It also identifies the need to develop cultural industries in tandem with building and perfecting the cultural market. It highlights the requirement to develop aesthetic education programmes for youths, students, and pupils in schools. It also strongly develops research, theory, and criticism of literature and arts.
The plan encourages officials, civil servants, and public employees working in the field of literature and arts to improve their professional qualifications; building policies to support funding for studying both domestically and abroad; and sets out dedicated mechanisms and policies for studying literature and arts theory and criticism. It also builds incentive policies for ethnic minority students and researchers specialising in culture, literature, and arts. The plan also encourages to apply digital technologies into innovating teaching methods and curriculum content of training institutions specialising in literature and arts. It proposes creating mechanisms for local literature and arts associations to exercise autonomy in using cultural facilities to organise activities for teaching and preserving traditional arts. The plan also stresses the continued promotion of the role of press and media agencies and social network platforms in communicating and introducing literature and arts.
