Spirit of renewal radiates from 14th National Party Congress

The 14th National Party Congress concluded with great success, deciding strategic directions for the country’s rapid and sustainable development in the period ahead. The Congress’s major resolutions have fostered strong confidence and expectations, while inspiring determination for action and a spirit of renewal among officials, Party members and people nationwide.

These days, at key construction sites across Ha Noi, a sense of urgency and vibrancy permeates the working atmosphere, reflecting the city’s strong resolve to translate into concrete action the major orientations set out by the 14th National Congress.

Vu Manh Tuan, Deputy Director of the Ha Noi Transport Construction Investment Project Management Board, said that in 2025 the progress of projects and the disbursement of planned capital met the city’s requirements.

For the Ring Road 4 – Capital Region project, around 35 km of the 53 km asphalt concrete sections of the parallel road have been completed, with output reaching 85%, and basic completion targeted for the second quarter of 2026.

Seven bridge projects spanning the Red River (including Tu Lien, Ngoc Hoi, Tran Hung Dao, Thuong Cat, Van Phuc, Hong Ha and Me So bridges) are being vigorously implemented, on schedule. These projects represent practical implementation of one of the three strategic breakthroughs identified by the 14th National Party Congress: developing strategic transport infrastructure and expanding development space in line with the national master plan.

Alongside infrastructure investment, Ha Noi has clearly identified institutional breakthroughs and effective implementation as prerequisites for rapid and sustainable development. Nguyen Duy Ngoc, Secretary of the Ha Noi Party Committee, said the city’s Party Committee had agreed to focus on three areas of strategic and long-term historical significance: proposing a new Resolution to replace Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on “Orientations and tasks for development of the Capital to 2030, with a vision to 2045”; amending the Capital Law; and formulating a Capital Master Plan with a 100-year vision.

These three tasks will both establish a coherent institutional foundation and open up new development space, shaping a modern growth model and creating momentum for the Capital’s breakthrough development in the coming period.

In practice, many delayed projects in localities are attributable to complicated administrative procedures and overlapping legal provisions. The National Assembly’s issuance of Resolution No. 260/2025/QH15, amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting specific mechanisms and policies for the development of Ho Chi Minh City (referred to as Resolution 260), is regarded as clear evidence of innovative institutional thinking closely linked to reality.

The Resolution expands the powers of the city’s People’s Council and People’s Committee, thereby enhancing local autonomy in implementing projects and adopting solutions tailored to local conditions.

In celebration of the 14th National Party Congress, Ho Chi Minh City simultaneously broke ground on four key projects of national significance, with a total investment exceeding 239 trillion VND (9.1 billion USD). Several of these projects had remained dormant for many years, and their launch has generated confidence and expectations among residents regarding the strong momentum of a megacity aspiring to regional stature.

From a research perspective, Professor Dr Le Van Huy, Rector of the University of Economics – The University of Da Nang, noted that the 14th National Party Congress identified science and technology, innovation and digital transformation as key drivers for improving labour productivity, growth quality and the economy’s competitiveness.

Digital economic development is to be pursued in conjunction with building a digital government, digital society and digital enterprises, thereby laying the foundation for rapid, sustainable and inclusive growth. At the same time, the green economy and circular economy are viewed as fundamental solutions for efficient resource use, ecological environmental protection, proactive climate change adaptation, and ensuring harmony between economic development, social progress and environmental protection.

In recent years, these orientations have been translated into concrete action in Da Nang through a range of coordinated measures. The city is regarded as one of the leading localities in building digital government, developing smart cities, promoting high-tech industries and forming an innovation-driven start-up ecosystem.

Da Nang has also focused on developing green tourism, strengthening marine environmental protection, managing natural resources and pursuing sustainable urban planning. However, implementation still faces difficulties and shortcomings, requiring further institutional improvement, a better investment environment, enhanced training and attraction of high-quality human resources, and closer integration of digital transformation with green and circular economic development to generate sustainable growth momentum.

Looking towards the 14th National Congress with great expectations, Nguyen Thi Van and Party members of Party Cell 17 in Phan Dinh Phung Ward (Thai Nguyen) expressed strong appreciation for the principle of “the people as the root”, emphasised in the report delivered by General Secretary To Lam.

According to Van, the General Secretary’s repeated questioning of how each action and policy serves the people clearly demonstrates that “the people as the root” is the highest yardstick for all guidelines and policies. This represents a new-level affirmation, linking people-centred thinking with the requirement to renew leadership methods, national governance and implementation as the country enters a new era of development.

In concretising this spirit, Thai Nguyen Province is resolutely leading and directing the political system—especially grassroots authorities—to operate effectively and with integrity, in service of the people. The Provincial Party Committee has issued 20 schemes covering areas from infrastructure development, industrial growth, science and technology, and human resources to education development, healthcare, and sustainable poverty reduction—all centred on the people.

Van expressed the hope that, in the time ahead, every official and Party member would internalise the principle of “the people as the root”, speak less and do more, follow through resolutely, and take decisive action so that each year, month and day after the Congress delivers concrete results and substantive change, as required by General Secretary To Lam.

The report on the documents submitted to the 14th National Party Congress, presented by General Secretary To Lam, demonstrated very strong determination in organisation and implementation, encapsulated in the principle: “say less – do more – see it through to the end”. This is a new and noteworthy point.

Tran Van Tuyen, Standing Deputy Secretary of the Party Committee of Song Lo Commune, Phu Tho Province, expressed his delight at the General Secretary’s decisiveness and his call to act immediately and thoroughly. Reflecting on local realities, Tuyen pointed out several long-delayed matters, such as the Song Lo 1 Industrial Park project, which has been included in planning for decades and received an investment policy decision in 2021, yet has still not been implemented, causing considerable frustration among local residents.

According to Tuyen, the spirit articulated by the General Secretary must be acted upon immediately: projects that have received approval must be carried out with determination, without allowing prolonged delays. In addition, local schools, health stations and irrigation systems are seriously deteriorated and need prompt renovation and repair. These are tasks that can be undertaken immediately to ensure that the Resolution of the 14th National Party Congress truly takes root in everyday life.
