Over the past 10 years, the Quang Ninh Provincial Party Committee has led and directed all levels of party organisations to effectively implement Directive No. 05-CT/TW and Conclusion No. 01-KL/TW. Notably, at the provincial and district levels, many grassroots organisations have developed creative approaches closely aligned with their assigned tasks.
The practice of setting an example by cadres, Party members, and citizens has increasingly become a regular occurrence, especially in implementing the State’s guidelines and policies and contributing to socio-economic development.
In particular, Quang Ninh was the first locality in the country to issue a separate regulation on commendation for the movement “Studying and Following Uncle Ho’s Example”, with over 7,300 exemplary models developed since 2022.
These models are all tied to specific political tasks, ranging from administrative reform, eliminating makeshift housing, enhancing public service ethics, developing disadvantaged regions, to protecting borders and islands.

Speaking at the event, Deputy Secretary of the Quang Ninh Provincial Party Committee, Vu Quyet Tien, affirmed that with strong political will and the coordinated, creative, and persistent involvement of the entire political system, the movement to study and follow President Ho Chi Minh’s thought, morality, and lifestyle in Quang Ninh has witnessed profound and comprehensive progress.
The shift from “Studying” to “Following Uncle Ho” has become a regular and voluntary activity for every Party committee, government body, agency, locality, unit, enterprise, and for each cadre and Party member, integrating both tasks into the emulation movement “Studying and following Uncle Ho’s example.”
In addition, the province has synchronised this with the practice of “setting an example by cadres and Party members,” particularly by leaders, based on specific criteria, actions, and practices linked to the tasks of socio-economic development, Party building, and building a clean and strong political system.

To ensure the study and practice of Uncle Ho’s example yields practical results, the Quang Ninh Provincial Party Committee, along with Party committees at all levels, departments, agencies, and mass organisations, have concretised the implementation of Directive No. 05 through specific guidelines, programmes, plans, and solutions closely aligned with reality, contributing to the fulfilment of the annual objectives set out by the Party committees’ resolutions.
On this occasion, the Quang Ninh Provincial Party Committee awarded Certificates of Merit to collectives and individuals with outstanding achievements in the “Studying and following Uncle Ho’s example” emulation movement during 2023–2024.
