President Ho Chi Minh began writing his Testament on May 10, 1965. That year, at the age of 75—an age traditionally regarded as rare—his health had begun to decline. He considered this first draft of the Testament a top-secret document and entrusted it to his secretary Vu Ky for safekeeping.

In August 1945, the Vietnamese people rose up to secure the right to self-determination, driven by two sacred values: independence and freedom.
