The eternal spirit of gratitude

During the sixth session of the Central Committee for the elimination of temporary and dilapidated houses across the nation on July 10, Prime Minister Pham Minh Chinh, who is also Head of the Committee, issued a directive requiring all localities to inspect and expedite progress so that by no later than July 24, all families of people with meritorious service to the revolution receive support for temporary and dilapidated housing removal.

Localities with unfinished housing projects must urgently begin simultaneous construction efforts, aiming to complete and hand over the houses to beneficiaries by August 15.

The Prime Minister called on ministries, sectors, and localities to remain closely engaged with real conditions, maintain an accurate understanding of each household’s situation, update data precisely, and enhance inspection and supervision. This directive demonstrates the Government’s resolute commitment not only to implementing policies effectively but also to spreading the spirit of “leaving no one behind”, especially those who once sacrificed and made great contributions to the nation.

From solid roofs to enduring trust

Many provinces and cities across the country have been swiftly and decisively implementing housing support for revolution contributors and fallen soldiers’ relatives. These efforts aim to be completed in time for the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 – 2025), under the Prime Minister's directive.

During the hot days in July in Yen Phuc Commune, Lang Son Province, a new house is gradually taking shape. While it may seem modest to others, for 84-year-old Nong Thi Viet (the widow of fallen soldier Mac Van Tang), it represents a lifelong dream, following years of living in a dilapidated, patched-up, fourth-grade house. “This is truly a humane policy. With this new, solid, and spacious home, my mother will be much happier,” said Mac Van Thoa (born 1964) – Viet’s son.

In Diem He Commune, also in Lang Son Province, a newly completed tin-roofed house belonging to veteran Lang Van Bang is ready. After many years living in rented and rundown housing, his new home on the family's old plot means his children can now live nearby, care for, and support their father.

Lang Son Province is currently striving to complete housing support for 104 people with meritorious service. Across localities, commune officials are closely following each household, directly inspecting and urging construction progress to ensure all new homes are completed in time for the month of gratitude in July.

La Hien Commune in Thai Nguyen Province was once a vital revolutionary base in the northern midland and mountainous region. Located on the commune’s main road, the house of Le Van Tam, a revolutionary contributor, is being finalised. Now 96 and in poor health, Tam’s heavy lifting has been taken over by his son, Le Van Hung, who is working with builders to complete the house on schedule. The family received a 60 million VND grant from the state budget; the rest came from family savings and local villagers' contributions of labor and materials.

Also receiving support during this period, Le Tien Dai (83 years old) enthusiastically shared: “The 30 million VND in assistance to help repair my home is a wonderful gift from the Party and State to me and others who have served the revolution.”

Tran Duc Tu, Vice Chairman of La Hien Commune People’s Committee, Thai Nguyen Province, stated: “Though the war is over, many families of revolutionary contributors in our area have received support for building and repairing homes - not only helping them stabilise their lives but also reflecting the deep gratitude of the Party and State toward those who sacrificed and contributed to the nation. In line with the Government’s directive, in recent times, the local Party committees and authorities have mobilised all departments and organisations to take action. We have focused on mobilising all resources from philanthropists both within and beyond the commune to ensure that housing construction for revolution contributors proceeds according to plan."

A major policy with profound humanitarian value

On November 22, 2024, the Prime Minister issued Decision No.21/2024/QD-TTg on support levels for the construction or renovation of housing for people with meritorious service to the revolution, relatives of fallen soldiers, and the allocation of central and local budget support for the 2023–2025 period. According to the decision, housing support from the state budget (including both central and local sources) is set at 60 million VND per household for new housing construction and 30 million VND per household for renovation or repair, with additional funds mobilised through socialisation and family contributions.

On April 23, 2025, Prime Minister Pham Minh Chinh signed Decision No. 808/QD-TTg on consolidating the Central Steering Committee for the elimination of temporary and dilapidated housing, aiming to basically complete this goal by October 31, 2025. The scope includes three programmes: housing support for people with meritorious service to the revolution, housing support under national target programmes, and elimination of temporary and dilapidated housing for poor and near-poverty households.

The Prime Minister has emphasised that no later than July 24, all families of revolutionary contributors must receive support to eliminate temporary and dilapidated houses. It is expected that localities will essentially complete this task in time for the 78th anniversary of War Invalids and Martyrs Day.

According to Report No. 1184/BC-BDTTG dated July 8, 2025, by the Committee for Ethnic and Religious Affairs on the nationwide results of eliminating temporary and dilapidated housing, the total number of houses requiring support for revolutionary contributors nationwide is approximately 44,631, of which 18,697 are for new construction and 25,934 for renovation or repair. As of July 8, 2025, a total of 41,632 houses for people with meritorious service had received support nationwide, including 34,792 completed and 6,840 under construction.

Not limited to Lang Son or Thai Nguyen, across the country, many localities are racing against time with urgency and responsibility to ensure that the support for building and eliminating makeshift or dilapidated houses for revolutionary contributors is completed on schedule, as directed by the Prime Minister.

Nguyen Van Giang, Deputy Director of Lang Son Provincial Department of Home Affairs, stated: “As a border province that remains economically disadvantaged, the caring for revolutionary contributors has been a regular and critical task of the local political system. This effort has received widespread support from the people. In addition to resources provided by the Party and State, the province has mobilised various sources of support, established the ‘Gratitude Fund,’ and allocates annual funds from this source to eliminate dilapidated housing and improve the living standards of revolutionary contributors.”

Nguyen Xuan Long, Deputy Director of the Department for People with Meritorious Services (under the Ministry of Home Affairs), shared: “2025 is a year of special significance, marking the 80th anniversary of the national day (September 2, 1945 – 2025). Right from the very first meetings of Central Committee for the elimination of temporary and dilapidated houses across the nation, the Prime Minister paid special attention to the people with meritorious service to the revolution. According to reports from localities and the Ministry of Ethnic Affairs and Religions, the implementation process has been swift and effective, with a strong commitment that by no later than July 24, all households of revolutionary contributors would have their housing support completed. As of now, it can be said that the campaign to eliminate makeshift and dilapidated homes for this group has been fundamentally completed. This is not merely an administrative target, it is a source of great joy and a tangible expression of gratitude, as revolutionary contributors now live in spacious, warm, and dignified homes.”
