During the closing session, delegates heard reports and presentations delivered by representatives attending the Congress in the main hall. The Congress approved the summary report summarising delegates’ feedback on the draft documents for the 14th National Party Congress, as well as the draft Political Report of the First Congress of the Ho Chi Minh City Party Committee for the 2025–2030 tenure.
At the session, the Inspection Commission of the Ho Chi Minh City Party Committee for the 2025–2030 tenure was introduced, comprising 16 members. The delegation representing the Ho Chi Minh City Party Committee to the 14th National Party Congress was also presented, including 80 official and 9 alternate delegates.
During the closing session, the Congress presented gifts to members of the Executive Committee of the 2020–2025 tenure who were not re-elected, were transferred to new positions, or had retired.

The Congress announced the voting results on the key targets of the Resolution and officially adopted the Resolution of the First Congress of the Ho Chi Minh City Party Committee for the 2025–2030 tenure.
Accordingly, several key targets were set, including: an average GRDP growth rate of 10–11% per year; by 2030, GRDP per capita to reach 14,000–15,000 USD; average total social investment capital over five years equivalent to 35–40% of GRDP; total factor productivity (TFP) contributing 60% to GRDP growth; a Human Development Index (HDI) above 0.8; by 2030, achieving 35.1 hospital beds per 10,000 people, 21 doctors per 10,000 people, and 35 nurses per 10,000 people. From 2026, citizens will receive free annual health check-ups and screenings, and have electronic health records to monitor their health throughout their lives.
Delivering the closing remarks, Comrade Tran Luu Quang, Party Central Committee Secretary and Secretary of the Ho Chi Minh City Party Committee, said that “after nearly three days of urgent, serious, united, democratic, and highly responsible discussion, the Congress had successfully completed all items on its agenda, marking a historic turning point in the city’s development journey after the merger.”

To translate the success of the Congress into concrete revolutionary action, the Congress assigned the First Executive Committee of the City Party Committee and subordinate Party organisations to urgently organise study sessions, thoroughly grasp the spirit of the Resolution, and transform it into specific action programmes and plans tailored to each sector, field, and locality.
“Each Party committee, cadre, and Party member must uphold a strong sense of responsibility, take the lead, and set an example, ensuring the Resolution of the Congress truly comes to life,” said Comrade Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee.

The First Congress of the Ho Chi Minh City Party Committee for the 2025–2030 tenure took place from October 13 to October 15 in Ho Chi Minh City.
The Congress discussed and contributed opinions to the draft documents for the 14th National Party Congress, deliberating on the Political Report and the Review Report on the leadership and direction of the Executive Committee and Standing Board of the Ho Chi Minh City Party Committee for the 2020–2025 tenure.
The Congress was honoured to welcome Comrade To Lam, General Secretary of the Communist Party of Viet Nam, along with Politburo members who attended and provided guidance.
It was also honoured and delighted to receive leaders and former leaders of the Party, the State, the Viet Nam Fatherland Front, as well as distinguished delegates and guests who devoted time to attend with warm affection and support.
Their presence brought deep sentiments, great encouragement, and inspiration—nurturing faith, unity, and high expectations for a successful Congress, opening a new stage of development full of aspiration and responsibility for Ho Chi Minh City.
