The Government’s Resolution No. 226/NQ-CP, issued on August 5, 2025, sets out growth targets for sectors, fields, and localities, and key tasks and solutions to ensure the national growth of 8.3–8.5% in 2025. Accordingly, the tourism sector is tasked with welcoming at least 25 million arrivals of international visitors and 150 million arrivals of domestic visitors in 2025.

This target reflects both the trust and expectations of the Party and Government, while also presenting a heavy responsibility that requires the tourism industry’s utmost efforts.

“To rapidly increase the number of international visitors to Viet Nam, the association emphasises two key solutions. Firstly, it must strengthen digital communications and promotion on digital platforms to bring Viet Nam’s tourism to the world, especially key and emerging markets. Secondly, it should enhance direct promotion with travel companies in countries and territories, which are Viet Nam’s key tourism markets through the organisation of international familiarisation (FAM) trips,

introducing new products and services, creating conditions for businesses to soon bring visitors to Viet Nam in 2025 and the following years,” Vu The Binh, Chairman of the Viet Nam Tourism Association, said in his opening speech.

To implement Resolution No. 226/NQ-CP, the Viet Nam Tourism Association has built an action programme with three main activities.

The first activity is to carry out the direct promotion programme “VITA FAMTRIPS 2025.” It aims to invite 300–400 leaders of travel agencies from Viet Nam’s key tourism markets to survey products and connect with domestic businesses, thereby enabling them to soon bring visitors to Viet Nam.

Key markets include Northeast Asia (the Republic of Korea, China), Japan, Taiwan (China); the ASEAN bloc (the Philippines, Indonesia, Malaysia); Europe (focusing on 12 countries recently granted visa exemption to Viet Nam), and Australia, the US, and India. It is expected that seven international FAM trips will be organised in Viet Nam in the fourth quarter of 2025.

The second activity is to grant the green tourism label “VITA GREEN.” At present, service quality has become a decisive factor in international tourism competition. Recognising this importance, the Viet Nam Tourism Association has implemented green transition for its member enterprises since 2019, and has accelerated efforts since 2024.

The “VITA GREEN” green tourism criteria have received strong support from the business community and have been highly valued by international travel agencies. The “VITA GREEN” brand is gradually affirming its position, becoming an international brand that is studied for application by some countries.

The programme is applied to destinations, accommodation facilities, travel agencies, and food service businesses. By 2025, the goals are to improve quality, competitiveness, and sustainable development for Viet Nam’s tourism. It is expected that at least 100 enterprises will be granted the “VITA GREEN” label, two provinces will receive support in green transition, and the brand will be internationalised.

The third activity is to implement the project “Recognition of Viet Nam Culinary Artisans.” This project aims to honour outstanding individuals in cooking, baking, and bartending, who are official members of the Viet Nam Tourism Association and have contributed to making cuisine a distinctive and identity- rich product of Niet Nam’s tourism.

“The Resolution No. 226/NQ-CP is an important document, demonstrating determination to make tourism a spearhead economic sector, directly contributing to the country’s overall growth target. We understand this as a compass for the whole sector in the acceleration and breakthrough phase, when tourism not only focuses on the number of visitors but also emphasises quality, sustainability, and added value. At the same time, this is the moment for the tourism sector to both strongly recover after the pandemic and shift its development model towards green, sustainable, and deeply international integration,” said Phung Quang Thang, Chairman of the Viet Nam Green Tourism Sub-Association.

“To accompany Viet Nam’s tourism industry and the Viet Nam Tourism Association, we are committed to implementing five key groups of actions: strengthen tourism promotion with a focus on green tourism; develop diverse, high-quality green products; improve tourists’ experience; foster development linkages associated with community; and create the most favourable conditions for international visitors. The Viet Nam Green Tourism Sub-Association is determined to work with the Viet Nam Tourism Association and the entire sector to become a pioneering force, spreading the green and sustainable tourism movement, contributing to fulfilling the development goals set by Viet Nam’s tourism,” Thang emphasised.

With strong support from local authorities and member enterprises, the Viet Nam Tourism Association aims to position tourism as a spearhead economic sector, driving sustainable national growth in the years ahead.
