Authorised by the Prime Minister of Laos, Leklai Sivilay, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary and Governor of Sekong Province, presents the First-Class Labour Order of the Lao Government to Dak Lak Province.
This prestigious honour is a profound recognition from the Party, State, and multi-ethnic people of Laos for Dak Lak Province’s active efforts and significant contributions to preserving and enhancing the great friendship, special solidarity, and comprehensive cooperation between Viet Nam and Laos.
At the ceremony, Vice Chairman of the Dak Lak Provincial People's Committee Truong Cong Thai and Khanthy Silavongsa, Deputy Governor of Sekong Province, signed the Memorandum of Understanding (MoU) on the two sides’ cooperation for 2025–2030. The MoU outlines efforts to strengthen the friendship and cooperation between the two provinces.

The cooperation focuses on enhancing public awareness, especially among the younger generation, of the policies and orientations of the two Parties and States, as well as the importance of nurturing the special friendship between the two countries and fostering goodwill between the two provinces through appropriate communication.
The two provinces will promote mutual visits at all levels, and organise cultural, sports, tourism, and people-to-people exchange activities to deepen bilateral friendship. They will also share information about potential areas of cooperation and promote investment and trade opportunities to businesses in both provinces, while facilitating investment projects and business activities.
In agriculture and rural development, the two provinces will cooperate and exchange experiences in crop cultivation, livestock farming, aquaculture, forestry, irrigation, agricultural product processing, agricultural extension, plant and animal breeding, and value-chain-based agricultural production.
Sekong residents will be facilitated to access medical treatment at Dak Lak’s public health facilities. Joint health activities such as medical check-ups, treatment, and epidemic prevention campaigns in Sekong will be organised as needed.
During the cooperation period, Dak Lak will support Sekong by providing five annual university-level scholarships covering Vietnamese language training and professional studies, focusing on areas such as crop cultivation, livestock farming, veterinary science, and rural development. Additionally, three college-level scholarships will be offered, including language training and professional studies to be completed on schedule.
Conversely, Sekong will support Dak Lak by offering five Lao language training slots annually for officials, civil servants, and businesspeople from Dak Lak, in line with both provinces’ training plans and regulations from the two governments.
The two provinces will also regularly coordinate and exchange information, promote awareness campaigns, and strengthen joint efforts to combat drug-related crimes. This aims to maintain solidarity, ensure security and order, and foster a peaceful and stable environment to serve socio-economic development goals in both Dak Lak and Sekong.

Speaking at the event, Secretary of the Dak Lak Provincial Party Committee Nguyen Dinh Trung expressed gratitude on behalf of the province’s Party, authorities, and people to the Lao Party and State for the distinguished award. He emphasised that this is a meaningful recognition of Dak Lak’s contributions to the enduring and fruitful Viet Nam–Laos relationship.
He also affirmed that the newly signed 2025–2030 Memorandum of Understanding on Cooperation represents a significant milestone, underscoring the shared commitment of both provinces to expand and deepen their comprehensive and sustainable partnership.

For his part, Leklai Sivilay, Secretary and Governor of Sekong Province, noted that under the MoU, cooperation mechanisms are now more favourable, with wider involvement across sectors and localities. There are frequent visits and exchanges between provincial leaders and departments, as well as mutual assistance in socio-cultural fields such as financial support, human resource development, and trade cooperation based on shared benefits.

Leklai Sivilay expressed his hope that the comprehensive cooperation and special solidarity between the two Parties, Governments, and peoples, especially between Sekong and Dak Lak provinces, would continue to grow stronger and deliver breakthroughs in the future.
