1. Shaping a breakthrough and comprehensive development strategy
Following the issuance of Resolution No. 57-NQ/TW creating a breakthrough in the development of science and technology, innovation, and national digital transformation (December 2024), the Politburo has continued to issue many breakthrough resolutions on strategic guidelines, creating a solid foundation for the country to be ready to enter a new era:
- Resolution No. 59-NQ/TW — Breakthrough in International Integration.
- Resolution No. 66-NQ/TW — Reforming the work of drafting and implementing laws.
- Resolution No. 68-NQ/TW — Breakthrough in institutional development of the private economy.
- Resolution No. 70-NQ/TW — Ensuring national energy security.
- Resolution No. 71-NQ/TW — Breakthrough in the development of education and training.
- Resolution No. 72-NQ/TW — Breakthrough solutions to strengthen the protection, care, and improvement of people’s health.
In early 2026, the Politburo issued Resolution No. 79-NQ/TW on the development of the state economy (January 6, 2026); Resolution No. 80-NQ/TW on the development of Vietnamese culture (January 7, 2026). In the near future, the Politburo plans to continue issuing resolutions on foreign investment.
2. Innovation in both thinking and methods in legislative work
With the goal of institutionalising the Politburo’s strategic resolutions, the National Assembly has considered and promulgated 89 laws, 91 resolutions, and a number of specific action programmes of historical significance, with many important contents, linked to the requirements of national renewal, contributing to promoting socio-economic development, perfecting institutions, and strengthening the trust of the people and businesses.
3. Foreign relations and international integration achievements
Recognised internationally as a successful model in development and a bright spot — a positive factor in promoting multilateralism — Viet Nam has upgraded its relations to comprehensive strategic partnerships with 14 countries and successfully hosted and organised many high-level multilateral conferences and the opening ceremony of the signing of the United Nations Convention against Cybercrime in Ha Noi.
4. The streamlining of the administrative apparatus
By 2025, the entire political system had decisively and effectively implemented the restructuring and streamlining of the administrative apparatus, territorial administrative units, and two-tiered local government organisation.
- 17 ministries and ministerial-level agencies.
- 34 provinces and cities.
- 3,321 communes, wards, and special administrative zones.
- 145,000 state administrative personnel positions were reduced.
- 4,300 citizen procedures and documents were cut and simplified.
5. The economy has made spectacular breakthroughs:
- 8.02% — GDP growth for the whole year of 2025.
- 514 billion USD — Size of the economy in 2025, ranking 32nd in the world.
- 5,026 USD — GDP per capita in 2025.
- 930.05 billion USD — Total import and export turnover for the whole year.
6. Breakthrough development in infrastructure:
- 564 — Total number of projects started and completed.
- 5.14 trillion VND invested in infrastructure projects.
- 140 major national key projects put into operation.
- 3,345 km of expressways completed and opened for technical traffic.
- 1,711 km of coastal roads.
7. A leap forward in national digital transformation
- 44/139 — Viet Nam’s ranking in the global innovation index.
- 36.8% — Percentage of online applications processed through the entire process.
- 14.02% — The proportion of added value from the digital economy in GDP, equivalent to approximately 72.1 billion USD.
8. Activating the international financial centre
On December 21, 2025, according to Resolution No. 222/2025/QH15 of the National Assembly, the International Financial Centre in Viet Nam, located in Ho Chi Minh City and Da Nang (two key economic hubs of Viet Nam), officially commenced operations, opening a new phase in the process of deep integration into the global financial system and contributing to enhancing Viet Nam’s position on the regional and global financial map.
9. The “Quang Trung Campaign” — a testament to “national solidarity and brotherhood”
With the goal of rebuilding and repairing over 36,000 houses for households damaged by storms and floods in the central region, the “Quang Trung Campaign”, launched by the prime minister, was implemented rapidly, mobilising the total strength of the entire political and social system, businesses, and the people. The entire campaign was completed on January 15, 2026, ahead of schedule, practically celebrating the 14th National Party Congress and ensuring that “everyone has a home, every family has a Tet holiday.”
10. Successfully organising major national events
In 2025, Viet Nam successfully organised important events, major holidays, and significant national anniversaries, most notably the 50th anniversary of the Liberation of the South and National Reunification, and the Grand Celebration of the 80th Anniversary of the August Revolution and National Day (September 2). This has strongly awakened patriotism, national pride, and the aspiration for development throughout society, creating a tremendous spiritual driving force for the country to confidently enter a new era of development.
In particular, the preparation for the 14th National Congress of the Party — a momentous political event for the Party and the country (held from January 19 to 25, 2026) — has been carried out carefully, meticulously, and in a coordinated and synchronised manner throughout the entire political system at all levels, receiving the attention, agreement, and support of a large number of cadres, Party members, and people nationwide.
As evidence, the Draft Political Report submitted to the 14th National Congress of the Party with the goal of “strategic autonomy,” reflecting a strategic vision of proactively planning, leading, and creating the country’s development in a world of unpredictable changes, received nearly 14 million comments from compatriots, soldiers nationwide, and Vietnamese expatriates abroad, both in person and online via VNeID.
