The event was attended by representatives of the authorities from six provinces within the consular region (including Preah Sihanouk, Kampot, Kep, Koh Kong, Kampong Speu, and Takeo), armed forces, businesses, representatives of the Vietnamese community, and local residents.
Speaking at the event, Consul General Lai Xuan Chien highlighted the historical significance of September 2, 1945, when President Ho Chi Minh read the Declaration of Independence. He also noted the valiant struggle of the Vietnamese people, who overcame countless difficulties and hardships to protect their independence and build the nation, aiming for rich people, strong country, and a democratic, just, and civilised society.
Notably, with an independent, self-reliant, peaceful, friendly, cooperative, and development-oriented foreign policy, Vietnam has welcomed many leaders of the world's major powers in recent years and has also become a destination for many international investors and tourists. Vietnam's position in the region and on the international stage has becomeincreasingly elevated.

Regarding Vietnam-Cambodia relations, the positive outcomes of high-level delegation exchanges, especially the visit to Vietnam by Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet in December 2023 and the visit to Cambodia by Party General Secretary and President To Lam in July 2024, demonstrate that the relationship between the two countries continues to be strengthened and enhanced, despite the rapidly changing, complex, and unpredictable global and regional situation.
Consul General Lai Xuan Chien also highly appreciated the vibrant and active cooperation between the six provinces in the consular area and their Vietnamese partner provinces, which has brought benefits to the localities and contributed to fostering mutually beneficial bilateral relations.
On this occasion, the head of the Vietnamese diplomatic mission in southwestern Cambodia expressed deep gratitude to the local government and people for their ongoing cooperation, support, and assistance to the Consulate General and the Vietnamese community in the area.
For his part, on behalf of the local government, armed forces, and people, Governor of Preah Sihanouk Province Mang Sineth warmly congratulated and offered his best wishes for health and success to the leaders of the Party, State, armed forces, and people of Vietnam on the occasion of the 79th anniversary of National Day.
Highly valuing the comprehensive development achievements of the Vietnamese people under the leadership of the Communist Party of Vietnam, the governor affirmed that Cambodia always remembers the sacrifices of the Vietnamese Army and people in the liberation of the Cambodian people from the genocidal Pol Pot regime.

In the current period, under the motto of “Good Neighbourliness, Long-standing Friendship, Comprehensive Cooperation, and Long-term Sustainability”, the relationship between the two countries continues to be strengthened and enhanced. Preah Sihanouk Province continues to work closely with Kien Giang Province, Bac Lieu Province, and Hai Phong City.
In addition to Cambodia-Vietnam relations, Governor Mang Sineth also highly appreciated the cooperation projects in the Cambodia-Laos-Vietnam Development Triangle Area (CLV-DTA). These projects have provided economic and national security benefits and facilitated access to essential services for the people.
Notably, these services include education, human resource training, and healthcare; joint efforts in disaster management, flood control, and wildfire prevention along the border; and promoting the integration of border provinces of the three countries. These efforts aim to turn the border areas into a zone of friendship, solidarity, and development for the benefit of the people of Cambodia, Laos, and Vietnam.
Earlier, on August 27, , as part of activities to celebrate major national holidays in Phnom Penh, the Vietnamese Embassycollaborated with Vietnamese overseas businesses to presentgifts to poor patients in the dialysis department of MED115 Hospital.

At the event, nearly 30 Khmer patients and some disadvantaged individuals of Vietnamese descent received gifts from the Embassy’s officials and medical staff, with a total value of approximately 50 million VND. 34-year-old patient Sun Thearith emotionally shared his gratitude upon receiving a cash gift of 500 USD.
For many years, the Vietnamese Embassy in Cambodia, in collaboration with businesses, the Khmer-Vietnam Association, and domestic organisations and benefactors, has regularly organised activities to assist, provide medical examinations and treatments, distribute medicines, and offer gifts to disadvantaged Cambodian families and Vietnamese communities, especially during the Lunar New Year and the National Day celebrations.
