* Thai Foreign Minister Sihasak Phuangketkeow said on Monday, following the Special ASEAN Foreign Ministers' Meeting, that Thailand welcomed the resumption of discussions on a Thailand-Cambodia ceasefire and will further discuss the details of the ceasefire at another meeting with Cambodia on Dec. 24.

* Russian Lieutenant General Fanil Sarvarov was killed in a car explosion in Moscow on Monday, the Russian Investigative Committee said. According to the committee, an explosive device was planted under a car and detonated on Yasenevaya Street in southern Moscow on Monday morning.

* Australian Prime Minister Anthony Albanese on Monday issued an apology to the nation's Jewish community following the mass shooting at Bondi Beach as he announced new laws that will target hate speech.

* The U.S. is "in active pursuit" of a third oil tanker in international waters off the coast of Venezuela, U.S. news outlets reported Sunday.

* Japan's Niigata Prefecture approved on Monday to restart the Kashiwazaki-Kariwa nuclear power plant located in the prefecture, more than a decade after the Fukushima disaster.

* Russia has begun flight tests of a new aircraft engine, known as "Product 177," installed on its fifth-generation Su-57 fighter jet, Russia's state-owned aviation giant Rostec announced on its Telegram channel Monday.

* An Air India flight that took off from Delhi for Mumbai Monday morning was forced to make an emergency landing back at Indira Gandhi International Airport in Delhi following an engine shutdown, with no casualties reported, officials said.
