In its new tenure, the Party Committee has set the goal of both development and preservation, aiming to uphold the unique identity of a heritage city while striving to fulfil the objectives and tasks outlined in the Politburo’s Resolution No. 54-NQ/TW. The aim is to build Hue into a green, smart, and culturally distinctive city.
Remarkable achievements
The past tenure marked a period of strong unity within the entire Party organisation, high political determination, as well as vigorous and concerted action across the political system and the people in building and developing Hue City.
Despite a complex and unpredictable global and domestic context, coupled with the rapid advancement of science and technology, climate change, natural disasters, and especially the COVID-19 pandemic, the Party Committee, authorities, and people of Hue, driven by a spirit of renewal and the aspiration for progress, have overcome challenges and firmly pursued a sustainable development strategy. By leveraging both internal strength and external resources, the city has completed many key programmes and projects, successfully realising the goal of becoming a centrally governed city in line with Resolution No. 54-NQ/TW of the Politburo and the resolutions of the Party Congress.
After five years of implementing the 16th Party Congress’s Resolution, the city has achieved significant results across all fields, with 14 out of 15 major targets met or exceeded.
Notably, the economy maintained stable growth at an average of 7.54% per year, with the economic structure shifting in the right direction and key sectors seeing substantial progress. Per capita income ranks second in the North Central and Central Coastal regions. Compared to 2020, the city’s economic scale has expanded 1.7 times. The GRDP per capita is expected to reach 3,200 USD by 2025, while total budget revenue reached 64.5 trillion VND, growing at an average annual rate of 12%.
Between 2021 and 2025, total investment capital rose by an average of 12% per year; export value increased by 11.39% per year; and labour productivity grew by 9.3% per year. The total factor productivity (TFP) contribution to growth is expected to reach 48% by 2025.
The Party Committee of Hue City has set the following vision for the 2025–2030 period: “To build a clean and strong Party organisation and political system; to harness the strength of the people; to mobilise and use resources effectively; and to develop Hue City by 2030 into a distinctive heritage urban centre of Viet Nam, one of the major and unique hubs in Southeast Asia for culture, tourism and specialised healthcare; one of the leading national centres for science and technology, multi-disciplinary education, and high-quality training; a strong maritime economic hub; with firmly safeguarded national defence and security and a high standard of living for its people.”
The service sector has diversified and grown by an average of 8.22% per year, accounting for nearly 50% of the GRDP. Tourism has recovered strongly after the pandemic. Industry and construction have maintained stable growth at 8.1% per year, contributing 33% of the GRDP. Several large-scale projects have come into operation, such as the first phase of the Kim Long Motors Hue complex and the Kanglongda glove-manufacturing plant.
Agriculture has grown by 2.94% per year, accounting for 9.5% of GRDP, while coastal and lagoon tourism zones of international calibre have been developed.
Infrastructure has been comprehensively and synchronously upgraded with many large-scale projects of national and regional significance put into operation. Urban renovation and spatial expansion have received strong attention.
The urban and rural landscape has become increasingly modern, clean and vibrant. The city’s master plan and general urban plan have been approved, with 100% coverage of general construction planning. The city has essentially completed the resettlement and site clearance project for Zone I of the Imperial Citadel. The urbanisation rate has reached 66.3%.
In the cultural and social spheres, Hue has achieved remarkable progress, reinforcing its reputation as one of the country’s major centres for culture, tourism, healthcare, education, and science. The preservation and promotion of cultural and heritage values have been strengthened, with special attention to maintaining and celebrating the cultural identity and character of Hue and its people.
To date, the city boasts eight UNESCO-recognised world heritage sites and consistently ranks among the top five cities nationwide in the Digital Transformation Index. The programme to eradicate temporary and dilapidated housing has been completed; the poverty rate has dropped to 1.15%; social welfare is ensured; and A Luoi District successfully exited the national list of poor districts in 2024.
National defence and security remain firmly safeguarded, and political and social stability maintained. The city continues to strengthen its defensive posture while enhancing external relations and international integration. Hue has established cooperative and sisterhood relations with nearly 50 countries and territories.
Party and political system building has seen positive transformation. The reorganisation of departments, administrative units, and the two-tier local government system has been completed, ensuring seamless operations. The city consistently ranks among the top five to ten nationwide in annual public administration reform indices.
Harnessing strengths and creating breakthroughs in the new era
The Party Committee of Hue City has set the following vision for the 2025–2030 period: “To build a clean and strong Party organisation and political system; to harness the strength of the people; to mobilise and use resources effectively; and to develop Hue City by 2030 into a distinctive heritage urban centre of Viet Nam, one of the major and unique hubs in Southeast Asia for culture, tourism, and specialised healthcare; one of the leading national centres for science and technology, multi-disciplinary education, and high quality training; a strong maritime economic hub; with firmly safeguarded national defence and security and a high standard of living for its people.”
To realise its objectives, Hue City will focus on key tasks and solutions:
First, to accelerate economic restructuring in tandem with renewing the growth model, enhancing productivity, quality, efficiency, added value, and competitiveness. The city will invest in developing a synchronised, modern, and smart infrastructure system aligned with approved planning. It will also improve the investment and business environment to attract more resources for socio-economic development; foster various types of enterprises and economic components, especially the private sector; and ensure balanced regional development linked to national target programmes. Resource management, environmental protection, and proactive climate change response will be strengthened.
Second, to prioritise cultural and social development, positioning Hue as a prominent cultural, tourism, and specialised healthcare centre of Southeast Asia, and a high-quality national hub for multi-disciplinary education, science, technology, and innovation. The city will promote sustainable social development and ensure social progress and equity.
Third, to maintain firm national defence and security, safeguard political stability and social order, and expand and enhance the effectiveness of foreign relations and international integration in accordance with the Party and State’s comprehensive foreign policy.
Fourth, to promote socialist democracy and the people’s mastery; to strengthen great national unity; and to innovate and enhance the operations of the Fatherland Front and socio-political organisations. The city will continue to raise the quality and effectiveness of patriotic emulation movements and public campaigns.
Hue is steadily affirming its status as a dynamic and modern heritage city with a rich cultural identity.
Fifth, to build a clean, modern, streamlined, and efficient administration; reform the organisational structure and enhance the performance of the two-tier local government to meet urban management requirements. The city will pursue transparent, professional, and digital governance, accelerating administrative reform and digital transformation.
Sixth, to continue strengthening and rectifying the Party to ensure comprehensive purity and integrity; enhance leadership capacity and combat strength; renew political, ideological, and ethical work; and improve organisation, personnel management, inspection, and supervision.
The city will concentrate on three strategic breakthroughs: Institutions and policies, including effective mobilisation and utilisation of resources and investment attraction; Human resources development, especially high-quality personnel; Infrastructure investment, developing a modern, smart, and interconnected system. By capitalising on its heritage urban advantages to boost tourism and services, and promoting science, technology, innovation, and digital transformation, Hue is determined to rise strongly.
With a powerful aspiration for progress and sound strategic direction, Hue City is steadily affirming its position as a dynamic, modern, and culturally rich heritage city. A new chapter is opening for Hue to grow in line with the expectations of the Party Committee, authorities, and people.
