Enhancing leadership capacity and Party membership quality, while focusing on the practicality and effectiveness of grassroots Party organisations, is always a priority for our Party, viewed as a key, ongoing task providing a solid political foundation for sustainable enterprise development in the new era. Party building in enterprises, particularly private ones, is always emphasised.

Pioneering Party development in private firms

The Party Central Committee, Politburo, and Secretariat have issued major policies on Party building. Resolution No. 21-NQ/TW, promulgated by the 13th Party Central Committee on June 16, 2022, states that building clean, strong grassroots Party organisations and enhancing Party membership quality is an important, ongoing, long-term, continuous task — the responsibility of all levels of Party committees, organisations, and members — contributing to Party and political system rectification while bolstering public trust in the Party.

It is clear that Party building in enterprises generally, and private enterprises in particular, remains a priority, especially now as the nation enters a new development era.

Dr Nguyen Minh Phong, former Deputy Head of the Communication and Theory Department at Nhan Dan Newspaper, affirmed that advancing Party building, particularly Party members in enterprises, is among the Party's core tasks, spanning State civil servants, the military, police, State-owned enterprises, public service units, and private enterprises.

Resolution No. 68-NQ/TW on private sector economic development, issued in April 2025, also highlights Party development in private enterprises as a bedrock for boosting business production and operations.

The Party Committee of LICOGI 13 Joint Stock Company currently counts 124 members. Party Secretary and General Director Do Thanh Ha noted that over more than 65 years of growth, LICOGI 13 has established itself as a reputable market brand, active in construction, industry, and energy, delivering nationally vital projects across diverse sectors nationwide, such as the Ho Chi Minh Mausoleum, Pha Lai Thermal Power Plant, Uong Bi Thermal Power Plant, National Convention Centre, National Assembly Headquarters, and hydroelectric schemes.

He stressed that the company’s Party Committee has thoroughly implemented the Party and State's policies, translating them into tailored objectives and strategies suited to the firm's conditions, fostering a transparent, disciplined, and efficient corporate culture.

When the Party organisation fulfils its role in the right position and function, it lays a firm political foundation for the joint stock company to boost competitiveness, secure long-term growth, and meet social responsibilities.

At LICOGI 13, Party leadership manifests through policies, resolutions, and strategies tightly linked to production and business tasks. All decisions adhere to the Enterprise Law, company charter, and market principles, while upholding sustainable development goals.

The Party Secretary at the company guides and orients all business activities, not only internalising Party policies and resolutions but converting them into practical actions aligned with the enterprise's realities and production-business demands.

Linking Party work to production: Grassroots keys to success

Tien Nong Agriculture–Industry Joint Stock Company stands out for advancing the Party organisation's role in Thanh Hoa, one of Viet Nam's provinces with the largest number of private enterprises.

The company’s Party Committee has earned recognition as an outstanding unit for four straight years from 2022 to 2025.

“Party building in private enterprises demands long-term commitment and consensus from leaders to workers,” observed Nguyen Viet Hung, Party Secretary of Ham Rong Ward, Thanh Hoa Province.

In 2002, when Party branches in private firms were rare, Tien Nong formed its inaugural branch with five members, among the first non-State enterprises in Thanh Hoa Province to establish a Party presence.

Thereafter, Party building and consolidation have proceeded steadfastly, intertwined with every phase of production-business expansion.

By March 2025, the branch had evolved into a Party Committee with five sub-committees, uniting 74 members across nearly all key departments and fields.

Cao Trong Tu, Party Secretary and Deputy General Director of Tien Nong, explained that Party organisations in private enterprises must arise from genuine production-business imperatives.

Spanning 20 hectares in Bim Son Ward, Thanh Hoa Province, the Tien Nong Bim Son Plant Nutrient Factory embodies an environmentally friendly production model.

The facility employs nearly 150 cadres and workers. Its success demonstrates that a robust factory depends not just on technology but on transformed awareness and conduct among staff, with Party members at the core. Tien Nong views this site as pivotal to its technology upgrade path towards carbon-neutral production.

Boosting grassroots Party member quality

Party organisation and membership development in enterprises is consistently prioritised.

Resolution 21 stresses continuing to grow numbers while prioritising quality; accelerating training and admission of top Youth Union and Trade Union members.

The Draft Report on 15 years of Party Charter implementation notes that from the 11th Congress term's start to May 2025, the Party admitted over 2.6 million members. As of May 31, 2025, Viet Nam boasts more than 5.5 million Party members.

Quantity growth must pair with quality emphasis. Resolution 21 directs focus on superior membership development, especially among Youth Union and Trade Union members in challenging regions: mountains, borders, islands, non-State economic areas, and ethnic minorities.

Ethical standards and prohibitions for members are outlined in key regulations, including No. 144-QD/TW (May 9, 2024), No. 37-QD/TW, and Guidance No. 12-HD/BTCTW (January 18, 2022).

When Party members embrace their duties and lead by example in work and daily life, the positive influence spreads palpably.

Nguyen Van Cong, a Tien Nong Party member who has advanced through various roles over a decade, reports marked growth in professional skills and political awareness.

“I take pride in my small part in our shared success,” he said.

At LICOGI 13 Joint Stock Company, leadership prioritises membership growth to cultivate an exemplary core with strong discipline and responsibility, instilling professional ethos enterprise-wide.

Licogi 13's Party Secretary confirmed that such development forges a youthful cadre with grit, skills, and integrity, primed for future leadership.

Young member Bui Thi Thu Huong from the Economics and Planning Department proactively proposes efficiency-boosting measures and coordinates across departments for project timelines. “Party membership has strengthened my political backbone and clarified my duties,” Huong shared.

Tien Nong and LICOGI 13's successes blend Party leadership with workforce unity. This shows that exemplary members and supportive sub-committees turn resolutions into catalysts for business growth, corporate culture, and enduring non-State enterprise viability.
