Completing mechanisms and policies to show gratitude to national contributors

During his lifetime, President Ho Chi Minh showed special affection to and always reminded the entire Party and people to remember the great sacrifices of wounded and fallen soldiers. Over the past 74 years, following Uncle Ho's teachings, the Party, State and people have always attached great care for revolution contributors. Preferential policies and laws targeting national contributors have been gradually completed, benefiting more than 9.2 million national contributors across the country.

Thousands of heroic Vietnamese mothers are living with the care of the society. Their living conditions are ensured to be at least equal to those in their residential areas. Movements on caring for families of wounded and fallen soldiers and revolution contributors have received the enthusiastic response and participation from society.

From 2016 to 2020 alone, more than VND 16.8 billion were raised for the central gratitude fund while the local gratitude funds mobilised nearly VND5.6 trillion for national contributors. Nearly 39,000 social houses were built and more than 24,650 others were repaired, at a total cost of over VND 2.26 trillion. In addition, up to 61,650 saving books worth a total of VND103.5 billion were presented to people who rendered services to the nation.

Following the Secretariat’s Directive No.14-CT/TW, dated July 19, 2017, on strengthening the Party’s leadership in the work to support people with meritorious services to the revolution, the Ministry of Labour, War Invalids and Social Affairs made amendments to the 2012 Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution in order to perfect the policies and laws on national contributors.

In effect since July 1, 2021, Ordinance on Preferential Treatment No. 02/2020/UBTVQH14 was approved by the National Assembly (NA) Standing Committee. The ordinance, which expands the implementation of preferential policies to foreigners who gave meritorious service to the revolution and standardises the conditions and criteria for consideration and recognition of people who gave meritorious service to the revolution, is an important milestone in perfecting mechanisms and policies targeting revolution contributors in the new period.

Recently, prior to his meeting on July 24 for a delegation of 50 revolution contributors and relatives of martyrs, who represented nearly 10 million people who rendered services to the revolution across the country, on the occasion of the 74th War Invalids and Martyrs Day (July 27, 1947-2021), Prime Minister Pham Minh Chinh signed the promulgation of Decree No. 75/2021/ND-CP on regulating allowance for those who rendered services to the revolution.

The new decree increased the monthly allowances and subsidies for heroic Vietnamese mothers, who rendered meritorious services to the revolution, and those who hold the titles People’s Armed Forces Heroes and Labour Hero in the wartime period.

At the meeting with revolution contributors and relatives of martyrs, Prime Minister Pham Minh Chinh affirmed that the Government will promote the results achieved in the previous terms and work to perfect mechanisms and policies to show deep gratitude to revolution contributors and their families.

He requested the Ministry of Labour, Invalids and Social Affairs to continue to complete policies related to revolution contributors and social policy beneficiaries, and give solutions to remove difficulties in the work.

The Ministry of Education and Training was asked to continue educating younger generations on the predecessors’ great sacrifice for the cause of national independence and reunification.

Relevant agencies should continue to mobilise resources for the search and repatriation of martyrs’ remains, while stepping up the application of science and technology to define their names, the Government leader added.

Today’s younger generation remember the great services of heroic martyrs, heroic Vietnamese mothers, wounded and sick veterans, relatives of martyrs and revolution contributors, who have contributed their springtime and even their lives for the cause of national liberation, construction and defence.

Each individual, collective, locality, ministry, sector and the entire community continues to spread the social movement of 'Showing Gratitude', which is not only a good tradition of Vietnamese people but also an obligation, and responsibility of the present generation toward their predecessors.
