The decision aims to concretise the Resolution of the City People’s Council regarding the recruitment of experts, scientists, individuals with exceptional talents, and the training of cadres, civil servants and public employees.
The policy applies to cadres, civil servants, and public employees; outstanding university graduates; talented young scientists; leading experts, managers, and top scientists, whether Vietnamese or foreign; individuals with exceptional talent or aptitude in culture, arts, and sports; and those contracted to perform civil service duties in accordance with the law.
The talent attraction policy will be implemented in two forms: fixed-term labour contracts or project-based service contracts.
For experts, managers, business executives, and leading scientists, salaries are set in three tiers: 150 million, 100 million, and 50 million VND per month.

For project-based or task-based contracts, remuneration will be negotiated depending on the field, requirements, and workload.
Individuals with exceptional talent or aptitude in culture, arts, or sports will receive a one-time allowance of 100 million VND per person, with proposed salary ceilings of 25 million VND per month for experts and coaches, and 20 million VND per month for artists and athletes.
For projects, research topics, technical or technological innovations, or cultural–artistic and sports works with practical value, participants will receive at least 30% of the profits from the commercialisation of research results or a bonus of up to 500 million VND per project.
Individuals achieving major awards or outstanding accomplishments will be granted an incentive of 100 million VND per award.

For high-quality human resources recruited or accepted into the civil service or public sector, the city will offer a one-time allowance based on academic qualifications: 200 million VND for bachelor’s degree holders, 300 million VND for master’s degree holders, 500 million VND for PhD holders, 600 million VND for associate professors, and 700 million VND for professors.
The regulation emphasises that the implementation of the human resource development policy must be objective, transparent, and fair. Beneficiaries must be approved by the Chairman of the Da Nang City People’s Committee and will only receive the highest level of support corresponding to their qualifications and eligibility.
