The event was jointly organised by the Party Central Committee (PCC)’s Commission for Communication, Education and Mass Mobilisation, the Ministry of Health, the Truth National Political Publishing House, and Ha Noi Medical University.
In her opening address, Associate Professor Dr Phan Thi Thu Huong, Chair of the Council at Ha Noi Medical University, highlighted the critical importance of high-quality human resources in the healthcare sector. She noted that such a workforce must not only fulfill professional standards but also demonstrate critical thinking, adaptability to scientific and technological advancements, and uphold medical ethics.
Dr Huong stated that the symposium’s presentations would offer multidimensional and scientific insights, ranging from practical realities to policy frameworks, and from theoretical foundations to implementation strategies. These contributions aim to refine strategic orientations for the development of high-quality human resources both nationally and within the healthcare sector.
Associate Professor Dr Vu Trong Lam, Director and Editor-in-Chief of the Truth National Political Publishing House, proposed seven key solutions for building advisory teams within Party-run agencies to meet the demands of digital transformation.
He advocated for the establishment of a digital working environment in Party institutions, leveraging digital tools to enhance operational efficiency, streamline coordination, manage information, and formulate policy recommendations.
Delegates at the symposium emphasised the necessity of a human resource development strategy that aligns with labour market demands, embraces digital transformation, and integrates training with research and practical application. There was consensus that high-quality human resources are the decision factor in enhancing national competitiveness.
In his closing remarks, Professor Dr Phung Huu Phu, former PCC member and former Standing Deputy Head of the PCC Commission for Communication and Education, affirmed that the recommendations and proposals presented at the symposium would serve as a vital foundation for shaping future human resource development policies. He stresses their significance in achieving the goal of rapid and sustainable national progress in the current era of national advancement.
