Da Nang’s gradual rise to central logistics locomotive

Da Nang has been and is further promoting its role as a logistics, trade and innovation hub for the central region and Central Highlands. The city has also proposed a series of new mechanisms to create favourable conditions for domestic and foreign enterprises to invest in developing logistics infrastructure and services in the city in general, and in the Free Trade Zone in particular.

“Golden opportunity” to affirm its role as a hub

Following the administrative merger, the new Da Nang city has become one of the country’s major urban centres in terms of scale and strategic role, opening up new development opportunities to become a leading trade and logistics hub of Viet Nam and the wider region.

Da Nang possesses a synchronised and diversified transport infrastructure system, which is an advantage for making a breakthrough and becoming an important link in the Asia–Pacific supply chain.

Alongside that, Da Nang Free Trade Zone – with functional areas for production–logistics; trade–services; digital technology industry, innovation and other functional zones associated with seaports, airports, international border gates, the International Financial Centre, economic zones and industrial parks – forms a new economic ecosystem. It is expected to become a development space that is open, competitive, attractive and closely connected to global trade flows.

Within this ecosystem, the production–logistics functional area will play an important role, contributing to turning Da Nang into a centre for production and international cargo trans-shipment, closely linked with Lien Chieu, Tien Sa and Ky Ha ports, Da Nang International Airport, Chu Lai Airport and the East–West Economic Corridor.

In addition, on October 9, 2025, the Prime Minister issued Decision No. 2229/QD-TTg approving the Strategy for the Development of Viet Nam’s Logistics Services for the period 2025–2035, with a vision to 2050 (Decision 2229).

This is a strategic direction that creates strong momentum for localities to implement modern, green and efficient logistics development models that are deeply integrated into global supply chains, including in Da Nang.

According to experts and enterprises, the issuance of Decision 2229 in the current context is very timely, appropriate and of great significance for the development of logistics services nationwide in general and in Da Nang in particular.

Dr Nguyen Tien Da, Head of the Trade Business Department (Faculty of Business Administration, College of Commerce), believes that Decision 2229 is very appropriate and meaningful for Da Nang to capitalise on its advantages and become a logistics services hub for the entire region and the country.

Dr Nguyen Tien Da shared: “Along with making use of the policies being supported by the central authorities, Da Nang needs to tap its available room to quickly attract investment and create new products that will meet cargo and shipment demand for import and export – that is the driving force for logistics to develop.”

Expectations for investment attraction policies

At the conference on investment attraction into the Free Trade Zone and logistics infrastructure in Da Nang, Deputy Director of the Agency of Foreign Trade (Ministry of Industry and Trade) Tran Thanh Hai stated: to develop logistics operations, infrastructure must move one step ahead, and attracting investment into logistics infrastructure is a very important step — especially in the context of Da Nang progressively reshaping its economic development structure and identifying logistics as one of its development pillars.

According to Da Nang’s Department of Industry and Trade, Resolution No. 136/2024/NQ-QH15, approved by the National Assembly in June 2024, a highlight of the key special mechanisms and policies granted to Da Nang is permission for the city to establish a Free Trade Zone associated with Lien Chieu Port. This opens up major opportunities to improve the investment and business environment and enhance competitiveness.

To leverage Da Nang’s unique advantages and build a pioneering institutional model with international competitiveness – thereby creating a new destination for global FDI flows – the city has proposed several new special mechanisms and policies for the Da Nang Free Trade Zone, to be submitted for approval at the 10th session of the 15th National Assembly.

In addition, foreign investors may own up to 49% of capital in the aviation sector and up to 51% in logistics projects and cargo trans-shipment centres; priority customs regimes will be applied to enterprises with investment projects in the zone under existing conditions, alongside many other mechanisms.

The Bee Distribution Center, which came into operation at the end of March 2025 in Da Nang Hi-tech Park is one of the most modern logistics centres in the central region. It is expected to serve as one of the foundational projects for the Da Nang Free Trade Zone.

Aiming to become a green, smart, and sustainable logistics hub, Nguyen Tan Man, Chief Executive Officer of Bee Distribution Centre, said: “The city must accelerate the construction of Lien Chieu Port and complete the regional connectivity infrastructure system. Once a full logistics ecosystem is formed with preferential policies, it will create opportunities to attract investment from import–export enterprises, distributors, and logistics firms to Da Nang.

With advantages being promoted and many new investment opportunities being “unlocked”, especially in the logistics sector, Da Nang is strongly affirming itself as the “locomotive” of logistics in the central region.

Vice Chairman of the Da Nang People’s Committee Le Quang Nam emphasised: “Da Nang is committed to always standing side by side with enterprises and international partners, listening and creating every favourable condition to translate orientations into concrete actions, converting Da Nang’s potential into real value, and making Da Nang a city worth living in, worth investing in and a trustworthy destination for the international and domestic community alike.”
