It can be said that digital transformation has created a turning point in many activities of Vietnam's social insurance industry.
Over the past time, following the direction of the National Committee on Digital Transformation, and the Government's Project 06 Working Group, Vietnam Social Security has implemented synchronously, with many solutions. The assigned tasks achieved many outstanding results in ensuring information security and safety for the database and information systems of the industry.
The sides have also built and deployed the national database on insurance; connecting, exploiting and sharing data with ministries, branches and localities; updating, synchronising and authenticating participant information managed by the Vietnam Social Insurance, with the national population database; deploying medical examination and treatment covered by health insurance with citizen identification chips; piloting the integration of biometric authentication technology in medical examination and treatment with health insurance and receiving dossiers and returning results for the settlement of administrative procedures; deploying, providing and connecting administrative procedures, online public services.
Vietnam Social Insurance is the first unit to successfully connect to the National Population Database since the National Population Database was officially put into operation. The Vietnam Social Insurance is continuing to coordinate with the Ministry of Public Security in sharing and reviewing demographic information in the national database on insurance.
As of July 15, 2023, the system has authenticated 88.79 million demographic information in the database managed by the Vietnam Social Insurance (of which more than 80 million people are participating in social insurance, health insurance, and unemployment insurance, accounting for 91% of the total number of participants), with the National Population Database. At the same time, the system of Vietnam Social Insurance has provided and shared 123.86 million times of social insurance and health insurance information records for the National Population Database.
For the implementation of medical examination and treatment covered by health insurance with citizen identification with a chip; As of July 15, 2023, nationwide, 12,519 medical examination and treatment facilities provided medical examination and treatment with health insurance using chip-based citizen IDs (reaching 97.7% of the total number of medical examination and treatment facilities covered by health insurance nationwide).
In parallel with the implementation of medical examination and treatment by health insurance with chip-based citizen IDs, Vietnam Health Insurance is continuing to use the image of health insurance cards on the VssID - Digital Social Insurance application, to provide medical examination and treatment with health insurance instead of paper health insurance. Up to now, there have been nearly 30 million VssID accounts, with more than 4 million times using health insurance card images on VssID for medical examination and treatment covered by health insurance.
Previously, when medical examination and treatment by health insurance with chip-based citizen IDs had not been implemented, patients when going for medical examination and treatment covered by health insurance would have to store and present their health insurance card or health insurance card image on the VssID application and identification papers with a photo, to carry out medical examination and treatment procedures; Medical staff must also receive and check the above documents of the patient to perform the profession.
When implementing medical examination and treatment with health insurance with a chip-mounted citizen ID, patients only need to present one type of identity document, a citizen ID with a chip to carry out medical examination and treatment procedures, simplifying paperwork, saving time for patients and medical staff when carrying out medical examination and treatment procedures with health insurance. The social insurance agency also reduces the cost of printing health insurance cards, increasing the accuracy and synchronization of information.
Implement joint registration of birth-registration of permanent residence-issuance of health insurance cards for children under 6 years old; joint registration of death registration - deletion of permanent residence registration - support for funeral expenses, funeral allowance, as of July 15, 2023, the Social Insurance of two localities, Ha Nam and Hanoi, have received and processed 45,534 applications for health insurance cards for children under 6 years old and 1,576 dossiers of application for payment of funeral benefits for public services made through two groups of services.
The one-time implementation of three administrative procedures has saved VND 1.6 billion in administrative procedures compliance costs for the people. As of July 15, 2023, Vietnam Social Insurance has received from the National Public Service Portal to confirm and pay the unemployment insurance payment process for 187,694 cases, serving unemployment benefits for employees. As of July 15, 2023, the system of Vietnam Social Insurance has received and processed 2,664 transactions of registration and payment of voluntary social insurance.
It can be seen that the results achieved in the implementation of digital transformation and the implementation of Project 06 have brought about landmark changes in the activities of Vietnam's social insurance industry, contributing to the creation and construction of a digital Vietnamese social insurance industry, in line with the orientation of the digital government, meeting the requirements of ensuring national social security, helping to reduce the time and costs of social insurance transactions with organizations and individuals.
Ministries, sectors and localities also benefit from connecting, exploiting and sharing data with the national insurance database; improving the accuracy and capacity of data-driven management; facilitate the strengthening of inspection and examination in the electronic environment.
Thereby helping to improve the efficiency of state management and better ensure the interests of the people. This is also the premise and motivation for Vietnam's social insurance industry to continue successfully implementing the assigned tasks in the coming time.
