At the meeting of the Politburo and the Secretariat on the implementation of the resolutions and conclusions of the Party Central Committee and the Politburo on the arrangement of the apparatus and administrative units; giving opinions on the draft Report on the results of the implementation of Resolution No.18-NQ/TW; General Secretary To Lam requested that the Standing Committees of the provincial and municipal Party Committees directly under the Party Central Committee continue to strengthen leadership and direction according to their authority, ensuring that the two-level local government apparatus operates effectively, smoothly, without delay or omission of work.
The General Secretary requested that the provincial and municipal Party Committees urgently review the assignment and arrangement of cadres, civil servants, public employees, and workers at provincial and commune-level agencies and units; especially for communes, wards, and special zones lacking specialised staff, the provincial level must promptly strengthen and support to ensure work efficiency.
At the same time, it is necessary to strengthen inspection and grasp the situation to promptly remove difficulties for the commune level in the process of operating the new apparatus.
The Standing Committees of Provincial and Municipal Party Committees also need to focus on leading and directing the preparation for Party Congresses at all levels towards the 14th National Party Congress, in conjunction with the preparation for the election of the National Assembly and People’s Councils at all levels.
After nearly four weeks of the official operation of the 2-tier local government, the initial recognition of the coordination of responsibilities and great efforts from the Central to the local levels to ensure the smooth and effective operation of the system.
In large cities such as Ho Chi Minh City, this model poses many new, higher and more comprehensive requirements in management and operation.
In that context, the inspection, supervision and discipline work of the Party becomes even more urgent. The Party Committee’s Inspection Committee must promptly adapt and promote effectiveness in the new organisational structure. The merger and consolidation of administrative units requires the Inspection Committees at all levels, especially at the provincial and communal levels, to be reorganised in a scientific and streamlined manner, ensuring the good performance of political tasks.
The Ho Chi Minh City Party Committee’s Inspection Commission said that it is necessary to thoroughly grasp and fully implement the new regulations and guidelines of the Party Central Committee, the Central Inspection Commission and the Standing Committee of the Party Committee on inspection, supervision and discipline work of the Party, especially in the implementation of the arrangement and merger of administrative units and the organisation of two-tier local governments.
Before the merger, the City Party Committee’s Inspection Commission focused on streamlining the organisation, associated with streamlining the payroll, restructuring and improving the quality of the staff and civil servants.
The agency has reduced 20% of internal focal points, and at the same time coordinated with the Inspection Commissions of the Ba Ria-Vung Tau and Binh Duong Provincial Party Committees to adjust the plan for organising the apparatus after the merger, ensuring compliance with the regulations of the Secretariat.
Organising and operating the apparatus of the provincial and commune-level Inspection Commissions after the merger to meet the requirements of the urban government model is an urgent task with many challenges.
For the apparatus to operate smoothly, it requires the coordination of the entire political system, the leadership of Party committees, the initiative of the Inspection Committees at all levels, and the training efforts of each inspection officer.
In Ho Chi Minh City, the immediate task is to continue to perfect the personnel of the City Party Committee’s Inspection Committee for the 2020-2025 term and develop a personnel plan for the 2025-2030 term in line with the arrangement of provincial-level administrative units; at the same time, arrange personnel for the Party Committee’s Inspection Committee in 102 new wards and communes, ensuring that 100% of the heads of the Inspection Committee are not local people.
The city also strengthens the training and fostering of inspection officers to build a team that is truly brave, honest, professional, and qualified to meet the requirements in the new situation.
Staff rotation continues to be a key task to train, create resources, and prepare personnel for the Inspection Committee, meeting political requirements in the coming period.
