People hold high hopes and trust for the two-tier local administration system

After two weeks of operations, the two-tier local administration model in Ha Noi has gained public trust they witness positive shifts in the attitudes and quality of officials and civil servants, alongside the determined synchronisation of the entire government system.

Evaluating the functioning of the local government in his area following organisational reform, Luu Van Lam from Cau Giay ward said that people are very enthusiastic and supportive of the two-tier local administrative model.

He stressed that this is not merely an administrative rearrangement but a strategic transformation of the country, fulfilling the aspiration for national strength.

“Adjusting administrative boundaries is not simply an arithmetic sum of wards, communes, or provinces; it enhances autonomy and creativity in the management of state agencies. This is a concrete action by a government to better serve the people,” Lam stated.

Citizens hope that officials will work for the collective interest, for the people, and for the nation, but they also urge the state and city authorities to implement appropriate policies for laid-off civil servants.

Adjusting administrative boundaries is not simply an arithmetic sum of wards, communes, or provinces; it enhances autonomy and creativity in the management of state agencies.

Authorities at all levels need to listen carefully to understand the concerns of both the public and officials, aiming to harmonise interests and foster solidarity within the Party and society in general.

Meanwhile, Ngo Gia Cuong from Yen Hoa ward noted that the public highly appreciates the decisive leadership of the Party and state in the overhaul of the government apparatus, hailing that the new apparatus has become less cumbersome, simplifying procedures with reduced costs and time for individuals and businesses.

After the initial period of operation, the public highly values the proactive approach of officials and the authorities in promptly commencing work without interruption.

Cuong hopes that supervision and inspection will be conducted regularly to promptly identify and amend unsuitable regulations, as well as enhance the quality of officials.

Nguyen Van Vinh, from Nghia Do Ward, assessed that the official launch of the two-tier local government model is a major milestone in streamlining the apparatus; improving effectiveness, efficiency, and performance; and enhancing the working quality of public servants.

However, he pointed out that while the quality of public services has improved positively, some procedures remain cumbersome, causing difficulties for citizens, especially the elderly and those living in remote areas.

The official launch of the two-tier local government model is a major milestone in streamlining the apparatus; improving effectiveness, efficiency, and performance; and enhancing the working quality of public servants.

According to Nguyen Thanh Trung, Vice Chairman of the People’s Committee of Phu Xuyen Commune, soon after the two-tier local government model is operational, the commune has widely disseminated information about the changes in the addresses of service points via the radio station, electronic information portal, the commune’s fanpage, as well as billboards and posters at cultural houses, so that people access information promptly.

Through inspections and visits to several communes and wards during the early days of implementing the two-tier local government model, Nguyen Ngoc Tuan, Chairman of the Ha Noi City People’s Council, stated that the public has placed high trust and expectations for the new model.

In the coming time, the city will continue to inspect, review, and evaluate institutional frameworks and human resources to promptly supplement and adjust policies, improve the quality of the personnel towards a stronger, more effective, and more efficient administrative apparatus.
