Since July 19, storm No. 3 (Wipha) has made landfall with a wide scope and intensity of impact, causing damage to people and property, affecting the lives and production of people in Northern and North Central provinces.
To promptly support customers to overcome difficulties and restore business and production, SBV issued Official Dispatch No. 6459/NHNN-TD on July 25, 2025, requesting credit institutions, foreign bank branches (hereinafter referred to as credit institutions), and SBV branches in Regions 1, 3, 4, 5, 6, 7, 8, and 12 to implement measures to assist people affected by Storm Wipha.
Specifically, SBV requests credit institutions to direct their branches and transaction offices to proactively review and assess the situation of existing borrowers in order to promptly apply support measures, such as rescheduling debt repayments, considering interest rate exemptions or reductions, and continuing to provide new loans for production and business recovery after the storm in accordance with current regulations.
They are also instructed to guide borrowers in completing procedures for debt settlement measures as regulated, (if any).
The SBV has requested its regional branches to serve as focal points in directing credit institutions in their respective localities to urgently implement support for customers to contributing to overcome the damages caused by Storm No. 3.
In addition, they are to coordinate with local departments and agencies to advise provincial and municipal people’s committees on appropriate support solutions for people and areas affected by the Storm No.3.
The SBV requires the chairpersons of the boards of directors/members’ councils, general directors of credit institutions, and directors of SBV branches in the aforementioned regions to urgently carry out the assigned tasks.
During implementation process, if difficulties arise beyond the authority of credit institutions, SBV branches must promptly report to the SBV head office for consideration and settlement.
The provinces and cities under the management of SBV Regions 1, 3, 4, 5, 6, 7, 8, and 12 include: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Lao Cai, Lai Chau, Dien Bien, Son La, Tuyen Quang, Cao Bang, Lang Son, Thai Nguyen, Phu Tho, Bac Ninh, and Ha Noi.
