He said on December 7 at a meeting with the provincial government that urban management must be different from rural management because cities and towns are the main contributors of budget revenues.
But as cities grow in number and size, they are faced with numerous problems, such as overpopulation, environmental pollution, heavy traffic congestion, healthcare and housing shortages as well as increased competition between cities, Nhan added.
Therefore, it is necessary to develop Vinh into a smart city so that the residents can live in a friendlier environment, receive better services and have a greater role in urban management and the oversight of local government activities.
He suggested that in order to build a smart city, Nghe An should utilise technologies to make interactions between the government and the people more effective and to collect more feedback from the public to make the government more dynamic.
Also at the meeting with the Nghe An government, the VFF head praised its efforts to encourage local people to participate in various programmes to stamp out unhygienic food, to protect the environment and to respond to climate change.
He said Nghe An Province boasted enormous economic advantages, but that in order to make its business climate more attractive the province should digitise its land planning and socioeconomic data and make it available to the public.
He noted that in 2017 Nghe An Province should continue to focus on building new-style rural areas, pushing through industrialisation and restructuring agricultural production by employing advanced technologies in a larger area of cultivation.
