From resolutions to results: Turning determination into measurable action

For a long time, we have remained deeply concerned about the reality that, although policies, guidelines and resolutions are sound and closely aligned with practical conditions, implementation has consistently been the weakest link.

The 14th National Party Congress, with many changes of strategic and decisive significance, is expected to open a new era of development for the country. It certainly cannot allow this situation to recur. The implementation of resolutions must be transformed into concrete actions that are measurable and quantifiable.

It is always easier to speak than to act; sometimes people speak eloquently but act poorly, or say one thing and do another. This reality still exists in quite a few agencies and units. As the country enters a new stage of development, the Party has clearly demonstrated its determination to eliminate the long-standing situation in which “implementation is the weakest link”, a problem that has persisted across many terms.

At the 14th National Party Congress, an action-oriented mindset and a spirit of breakthrough were clearly demonstrated, with a firm requirement that words must go hand in hand with deeds. At the same time, major policies were defined in a way that is easy to understand, easy to remember and easy to implement. The action programme that has been issued provides transparency through key socio-economic development indicators for the 2026–2030 period, while clearly identifying tasks, projects, schemes and key works for the next five years.

The allocation of responsibilities is also very specific, clearly identifying lead agencies, coordinating agencies, implementation timelines, output requirements and roadmaps. Everything is clear: the task, the person responsible, the timeframe and the expected results. This provides an important basis for implementation as well as inspection and supervision. It is also closely linked to the capacity, competence and organisational ability of localities, agencies and units, clearly demonstrating the role of leaders in turning sound policies into vivid, practical outcomes.

This clearly reflects the determination, sense of responsibility and aspiration to contribute of the contingent of cadres and Party members, especially those holding positions of authority and responsibility, who are entrusted with the mission to lead, set examples and spread the spirit and motivation of dedication for the country and the people.

On behalf of the Politburo, General Secretary To Lam on January 23 signed and issued Politburo Directive No. 01-CT/TW on studying, learning, thoroughly grasping, disseminating and implementing the Resolution of the 14th National Party Congress. The Directive was disseminated down to Party cells, requiring Party committees and organisations at all levels, as well as sectors and branches, to focus on effectively implementing the contents of the Resolution, while developing implementation plans and clearly identifying completion timelines.

The Party’s Resolution represents a profound synthesis of theory and practice, crystallising the wisdom of the entire Party, the entire people and the entire armed forces. It reflects strategic thinking and a long-term vision for national development in a new era, and serves as a comprehensive guiding and leadership framework for the activities of the Party, the State and society.

The Directive translates this into a scientific specification of the tasks that must be carried out. Now is the time for the entire political system, for every cadre and Party member, especially leaders, to get to work within the scope of their functions, duties and authority.

The country and the people want to see actions and deeds that are quantifiable, measurable, easy to learn from and easy to spread, with strong inspirational impact. Only then can resolutions truly be effective and meaningful in daily life, demonstrated through outcomes that can be observed and assessed across different units, localities, ministries and sectors.

Notably, for the first time in the history of Party congresses, the 14th National Congress issued an action programme alongside the Resolution. All policies have been concretised so that the Resolution truly enters life, rather than being interrupted, fragmented or remaining merely impressive on paper. General Secretary To Lam affirmed: “From policy to planning and implementation, everything is clearly defined — who does what, when it is done, what resources are needed and what the final objectives are.”

Everything is now clear: each step, each phase, human resources, material resources and deadlines. Moreover, the bottleneck of bottlenecks — institutions — has been, is being and will continue to be adjusted to become more suitable, in order to unblock and mobilise resources and endogenous strengths, driving the country towards sustainable, strong and prosperous development.

This requires the entire political system and every Party member, especially leaders, to thoroughly grasp the consistent spirit conveyed by General Secretary To Lam: a strong shift from merely studying and internalising the Resolution to deep understanding, correct action and seeing tasks through to the end; a decisive shift from “talking” to “doing”, from awareness to action. The Congress documents clearly state the need to resolutely and thoroughly overcome the situation of “talking a lot but doing little” and “talking well but doing poorly”.

Seeing things through to the end is critically important. It means overcoming obstacles, entrenched habits and negative precedents where words are not matched by actions. Seeing things through requires very high determination from the entire political system, from Party members who carry within them a strong aspiration to serve and contribute, especially leaders who stand at the forefront, dare to face storms and challenges, and dare to correct mistakes (if any) in order to achieve set goals.

Seeing things through is also a demonstration of firm resolve and steadfast commitment to the chosen path and objectives, for the collective and for the country. This is also a practical and meaningful way of learning from Uncle Ho, who taught: “One policy requires ten measures, and determination must be twenty.”

Our Party has remained strong for nearly a century. Throughout its glorious journey of leading the country towards such proud achievements, the Party has always been deeply concerned with self-reflection and self-correction, constantly focusing on building and rectifying itself, seeking innovation and creativity in line with the laws of historical development and the domestic and international context.

Along this proud and glorious journey, every Party member, especially leaders and the entire political system, has consistently promoted capacity, intellect, strength, dynamism, creativity and the spirit of daring to think, daring to act and daring to take responsibility.

In the new era of development, the contingent of cadres and Party members, and the entire political system, must further elevate their sense of responsibility, capacity and intellect to accomplish all assigned tasks, because, as President Ho Chi Minh affirmed: “Cadres are the root of all work”, and “All success or failure depends on whether cadres are good or poor”.

In the first year of the first term, as the whole country enters a new era of development, that motivation, that trust and that aspiration are once again forged, fuelling revolutionary momentum. This inspires every cadre and Party member to uphold a strong sense of self-discipline and responsibility, turning determination into action and objectives into tangible results, enabling the Party to realise its goal of leading the country into a new era, fulfilling the trust and aspirations of the entire nation for a Viet Nam that is peaceful, independent, democratic, prosperous, civilised and happy, steadily advancing towards socialism.
