Ha Noi accelerates land clearance for two national railway projects

Chairman of the Ha Noi People’s Committee, conducted a meeting with the steering committee for site clearance of the Lao Cai – Ha Noi – Hai Phong railway project and the North–South high-speed railway section passing through the city, on July 11.

The Lao Cai – Ha Noi – Hai Phong railway runs approximately 37.5km through Ha Noi. The total land area requiring clearance within the city is estimated at about 245.2 hectares, most of which is agricultural land, with the site clearance cost estimated at nearly 2,275 billion VND.

The North–South high-speed railway section through Ha Noi is around 27.9km long, passing through the districts of Thanh Tri, Thuong Tin, and Phu Xuyen (former administrative boundaries), with approximately 112.74 hectares of land to be acquired.

In his directive speech at the meeting, Chairman Tran Sy Thanh requested that the commune-level leaders attending the meeting report to their Party committee standing boards to ensure decisive and unified implementation of instructions from central to local levels. He emphasised that Party secretaries of the communes must act as heads of the site clearance steering committees in their respective areas to oversee the implementation of land clearance tasks related to these two critical projects.

The Ha Noi People’s Committee will soon issue guidance on regulations concerning decentralisation, authorisation, and commune-level authority in executing land clearance for the two projects.

This guidance will clearly define which tasks fall under commune authority and which require approval from higher levels to ensure compliance with legal regulations and project timelines, with a particular focus on regulations concerning contractor selection.

Chairman Tran Sy Thanh urged the communes involved in the two projects to take proactive measures and finalise the locations for resettlement areas within their localities by next week.

He also instructed the Ha Noi Department of Planning and Architecture to promptly advise the city on planning resettlement areas to support investment projects up to 2030.

Relevant agencies were tasked with updating precise data on stations for both projects passing through Ha Noi and coordinating closely with local authorities to implement effective, non-fragmented site clearance work, prioritising densely populated communes and those requiring significant land clearance.
