According to the Project “Development of education and training in Hai Phong City to 2030, with a vision to 2045” recently issued, Hai Phong aims by 2030 to become a leading national centre for education and training, playing a core role in developing high-quality human resources for the Red River Delta region; an international centre for training, research, application and development of science and technology, and the marine economy; by 2026, it will meet the conditions to be recognised as a provincial-level “Learning Community” and by 2027, it will meet the conditions to participate in UNESCO’s Global Network of Learning Cities.
The goal to 2045 is to develop Hai Phong’s education into a modern, innovative and internationally integrated system; reaching an advanced level, among the exemplary localities in Southeast Asia, gradually approaching Asian and global standards; forming and sustainably operating an open education ecosystem and lifelong learning associated with science, technology and innovation, supplying high-quality human resources, promoting sustainable development, and affirming the city’s position as a leading educational hub of the region.
At the same time, the city will complete universal upper secondary education and its equivalents; the education index contributing to the HDI will reach at least 0.87; human capital and research indices contributing to the GII will exceed the average level of cities in the upper-middle-income group; striving to have higher education institutions ranked among the top 150 universities in Asia in certain fields according to reputable international rankings; and maintaining membership of UNESCO’s “Learning City”.
To achieve these goals, in the immediate term, the city will implement eight groups of solutions with 50 specific tasks. These focus on raising awareness, renewing thinking and action, and establishing strong political determination to create breakthroughs in education and training development; at the same time, strongly reforming institutions, creating specific and outstanding mechanisms and policies; enhancing comprehensive education in morality, intellect, physical fitness and aesthetics, and forming the value system of Hai Phong’s socialist-oriented people; carrying out comprehensive digital transformation, popularising and strongly applying digital technologies and AI in education and training.
The city will also focus on building a standardised teaching workforce and facilities, improving the quality of preschool and general education; reforming and modernising vocational education to create breakthroughs in developing a highly skilled workforce; modernising and upgrading higher education to create breakthroughs in developing high-level human resources and talents, leading research and innovation; and promoting extensive international cooperation and integration in education and training.
Notably, the city has proposed a list of eight investment projects in the field of education and training, including: projects to build, renovate and upgrade facilities of public preschools, primary and lower secondary schools in the 2026–2030 period; projects to build, renovate and upgrade facilities of public upper secondary schools in the 2026–2030 period; a project to invest in building Tran Phu High School for the Gifted (phase 3); a project to build a new Nguyen Trai High School for the Gifted; a project to synchronously upgrade facilities and practice workshops of public vocational education institutions in the 2026-2030 period; and projects to develop facilities and research and training infrastructure for Hai Phong University and Hai Duong University in the 2026-2030 period.
