Hai Phong tops PCI rankings for the first time

Hai Phong has taken the lead in the 2024 Provincial Competitiveness Index (PCI) with a score of 74.84 out of 100.

This top ranking reflects Hai Phong’s efforts to improve its investment and business environment, with initiatives aimed at streamlining administrative procedures and promoting investment.

The information was released at a launch ceremony for the 2024 PCI Report, held by the Viet Nam Federation of Commerce and Industry (VCCI) on May 6, in Ha Noi.

According to the 2024 PCI report, Hai Phong saw improvements in seven out of ten areas of governance compared to 2023. These include: business entry, access to land, transparency, informal charges, fair competition, proactivity of local authorities, and law and order.

Hai Phong’s remarkable transformation in the 2024 PCI rankings results from continuous reform efforts, following three consecutive years (2021–2023) of being among the top five provinces with the highest PCI scores in Viet Nam. Coming in second is Quang Ninh with 73.20 points, an increase of 1.95 points compared to 2023.

Long An ranks third with 72.64 points, followed by Bac Giang and Ba Ria – Vung Tau, which scored 71.24 and 71.17, respectively. Long An and Bac Giang have maintained their positions in the top five localities with the best economic governance for three consecutive years.

Other provinces in the top 10 PCI performers include Hue City, Hau Giang, Phu Tho, Dong Thap and Hung Yen. Most of these localities have previously featured in the top 10. Notably, Dong Thap has maintained its position in the top 10 for 18 consecutive years. Hung Yen has entered the top 10 for the first time, after ranking 12th in 2023 and 14th in 2022.

According to Dau Anh Tuan, Deputy Secretary General and Head of the Legal Department at VCCI, the 2024 PCI report presents a positive picture of improvements in provincial economic governance. The median score reached 67.67 points, up one point from the previous year, and marks the eighth consecutive year above 60 points – the threshold considered to reflect a favourable business environment.

The 2024 PCI rankings are based on a survey of nearly 11,000 businesses nationwide. The report highlights provinces and cities with outstanding economic governance, while vividly illustrating the current state of the business environment through the perspective of both domestic and foreign enterprises.
