Hanoi completes legal corridor to develop cultural industrial centre

The Hanoi People’s Committee on April 18 organised a workshop on solutions for the organisation and operation of the cultural industrial centre and commercial and cultural development zone.

The workshop attracted hundreds of experts, scientists, managers, artisans, artists and organisations, businesses and cooperatives to seek opinions on the organisation and operation of cultural industrial centres, commercial and cultural development zones as stipulated in Clauses 7 and 8, Article 21 of the Law on the Capital.

At the workshop, many delegates also exchanged opinions on the experiences of countries such as France, China, the Republic of Korea and Singapore, in the organisation and operation of cultural industrial centres, creative industries, commercial and cultural development zones. They discussed the scale of construction of cultural industrial centres, forming cultural industrial centres on river banks, floating banks of the Red River and forming commercial and cultural development zones in Hoan Kiem District.

The presentations all clarified the role and importance of putting cultural industrial centres into operation, as well as the practical models of the implementing units. From there, many solutions were suggested, such as focusing on connecting public transport, reusing old spaces, turning these places into creative spaces, investing in synchronous infrastructure, etc.

Representatives of management agencies, artisans, craft villages and businesses have given many comments on the two draft resolutions on regulations on cultural industrial centres (Clause 7, Article 21, Capital Law) and commercial and cultural development zones (Clause 8, Article 21, Capital Law).

Currently, the Hanoi People’s Committee is publicising the draft Resolution on the organisation and operation of cultural industrial centres to collect opinions from organisations and individuals to complete and submit to the City People’s Council for consideration and approval at the upcoming May session.
