July 1 marked a historic turning point in Ha Noi's administrative reform roadmap - from a three-tier governance system to a two-tier model, including the city level and the commune and ward levels. Commune and ward headquarters and relevant agencies simultaneously began processing public services related to land, civil status, justice, education, and healthcare.

With thorough preparation and synchronous engagement from both officials and citizens, Ha Noi has laid the foundation for an effective two-tier governance system to serve the people, promising a civilised and sustainable development capital.

Nguyen Quoc Hoan, Deputy Secretary and Chairman of the People's Committee of Cua Nam Ward, said that in order to prepare for the "historic" working session, the ward had directed early preparations in terms of technique and human resources.

According to Chairman Hoan, as early as June 20, the ward began trial operations of the new public administrative service model to gain experience in using software to handle administrative procedures of organisations and citizens. Through the pilot operation, Cua Nam Ward has discussed with the software supplier to perfect the functions to ensure smooth and effective operation from July 1.
