According to the Politburo’s decision announced at a ceremony in Da Nang on October 16, Quang replaces Luong Nguyen Minh Triet, who has been assigned as Secretary of the Dak Lak provincial Party Committee.
Addressing the event, Politburo member, Secretary of the Party Central Committee, and Chairman of its Organisation Commission Le Minh Hung said the Politburo highly values Quang’s leadership capacity and dedication to Party building. He described Quang as a decisive and hands-on leader with strong grassroots engagement and the ability to unite colleagues and communities.
Throughout his various positions, including previous terms as Secretary of the Party Committee of former Quang Binh province and new Quang Tri province created through the merger of the central provinces of Quang Binh and Quang Tri, Quang has demonstrated dedication and determination, earning the trust of local officials and residents while contributing significantly to local development.
Hung expressed his confidence that in his new role, Quang would build on the achievements of his predecessors to further develop Da Nang — a heroic land with a proud history — into a modern, livable, and high-quality urban centre, and a key growth pole for Viet Nam.
He urged the city’s leadership to closely follow the guidance of the Party Central Committee, the Politburo, the Secretariat, and the Party General Secretary, particularly in implementing the resolution adopted at the city's recent Party Congress. He also called for the prompt rollout of an action programme to translate the congress's resolution into practice, enhance the efficiency of the two-tier local administration, and coordinate with central-level Party bodies in preparation for the 14th National Party Congress and the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure.

In his remarks, Quang pledged to quickly study local realities, continue learning and self-improvement, and work with dedication and responsibility for the city’s development and the well-being of its people.
He affirmed Da Nang’s role as a major centre of economy, culture, science and technology, education, and national defence in the central region and the country, a gateway for international trade and a focal point of Viet Nam’s development aspirations.
Quang said the city’s leadership will focus on effectively implementing the municipal Party Congress's resolution and turning central-level mechanisms and policies tailored for Da Nang into concrete outcomes, upholding integrity, unity, and innovation to realise its long-term growth ambitions.
