National Land Survey and Planning Centre established

The Ministry of Agriculture and Environment has announced the decision to establish the National Land Survey and Planning Centre. The event marks an important step in organisational consolidation, contributing to improved effectiveness in land management and the sustainable use of land resources in a new development phase.

Specifically, the National Land Survey and Planning Centre is established through the merger of the Centre for Land Survey, Planning and Valuation (under the Department of Land Administration) and the Centre for Development and Application of Science and Technology on Land (under the Institute of Strategy and Policy on Agriculture and Environment). The National Land Survey and Planning Centre will officially commence operations on January 1, 2026.

According to the decision of the Minister of Agriculture and Environment, the Centre is tasked with formulating and adjusting the national land-use master plan and national land-use plans; organising land surveys and assessments; protecting, improving and restoring land; conducting research, application and transfer of science and technology in the land sector; and providing public service activities in accordance with the law.

In terms of professional duties, the Centre is assigned to develop and submit to the Minister programmes, plans, schemes, and projects related to land-use planning and land-use plans, as well as strategies for land-use and land resource protection. At the same time, the Centre will directly organise the formulation and adjustment of the national land-use master plan and national land-use plans; and conduct surveys and assessments of land quality, potential, degradation and pollution nationwide and across socio-economic regions.

In addition, the Centre will build, manage, and operate a land quality monitoring system; participate in the development and updating of databases on land, land-use planning and plans, land prices, and other specialised data for integration into the national land database. Scientific research, strategic forecasting of land use, and the development of land-related economic and financial resources continue to be identified as key tasks.

The Minister of Agriculture and Environment has also signed decisions appointing Chu An Truong, Deputy Head of the Department of Land Administration, as Director General of the Centre; and Nguyen Dac Nhan, Deputy Head of the Department of Land Administration, as Deputy Director General of the Centre.
