Portal of Viet Nam Association for Promoting Education: digital platform for lifelong learning

The Viet Nam Association for Promoting Education (VAPE) officially launched its online portal at hoikhuyenhoc.vn, marking an important milestone in its digital transformation journey and its efforts to build a lifelong learning society in the new era.

At the launch ceremony, Professor Dr. Nguyen Thi Doan, former Vice President and Chairwoman of the VAPE, affirmed that this represents a new step forward in the association’s thinking and operational methods. It also serves as clear evidence that civil society organisations can take the lead in digital transformation and make meaningful contributions to the development of a learning society.

According to Le Manh Hung, Vice Chairman and Secretary General of the Association, the platform was designed to directly implement major guidelines and policies of the Party and the state, particularly the Politburo’s Resolution No.57-NQ/TW (dated December 22, 2024) on “breakthroughs in the development of science, technology, innovation, and national digital transformation.” It also concretises Decision No.1373/QD-TTg of the prime minister on “Building a learning society for the 2021–2030 period.”

A notable feature of the portal is that it is not only intended for central-level management agencies but also aims to create synchronised connectivity with associations at all levels — from provinces and cities to communes, wards, learning-oriented clans, and grassroots promotion-of-learning boards. This extensive network, comprising thousands of units, will be linked through the new digital platform, envisioned as a “central nervous system” to connect, coordinate, and inspire the entire system.

In terms of content, the platform will provide comprehensive information on activities promoting learning and talent development; receive and disseminate directives and policies from the central association; support online coordination among different levels of the association; and develop an open learning resource library to equip officials and members with knowledge and skills. In particular, the goal of building a lifelong learning database has been set, aiming to meet people’s needs for access to general knowledge, scientific understanding, legal awareness, and essential skills.

From a long-term strategic perspective, the VAPE affirmed that it will integrate more intelligent features, such as learning data analysis, personalised training programme recommendations, and the organisation of online community classes. The new platform is expected to serve not only as an information channel, but also as a space for spreading knowledge, where every Vietnamese citizen can find opportunities to learn, enhance their capabilities, and adapt to the era of digital transformation.

In the context of the country entering a new phase of implementing major strategies on human development and building a learning society — such as Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development (issued on August 22, 2025) — the launch of this electronic information portal is not merely a technical step but also a symbolic one. It reflects the alignment between policy and action, and between strategic direction and concrete application.
