Many opinions have noted that the title of the draft political report — “Under the glorious flag of the Party, joining hands and hearts to successfully realise the country’s development goals by 2030; strategic autonomy, resilience, confidence, and vigorous progress in the era of national advancement for peace, independence, democracy, prosperity, civilisation, and happiness, steadfastly advancing towards socialism” — affirms the consistent goal of national independence associated with socialism.
The draft political report focuses on issues directly linked to domestic and international contexts, identifying key tasks and solutions to achieve two main goals: by 2030, on the 100th anniversary of the Party’s founding, Viet Nam aims to become a developing country with upper middle income; and by 2045, on the 100th anniversary of the nation’s founding, to become a developed, high-income, socialist-oriented country — a peaceful, independent, democratic, prosperous, civilised, and happy Viet Nam, steadily advancing towards socialism.
In reviewing the implementation of the Resolution of the 13th National Party Congress, many contributors highly appreciated that the draft political report frankly identifies shortcomings, weaknesses, and bottlenecks that remain unresolved. These include: the supervision and social criticism work, as well as the protection of people’s legitimate rights and interests by the Viet Nam Fatherland Front and socio-political organisations, which remain somewhat tentative and of limited effectiveness; the people’s right to mastery has not been fully institutionalised and, in some instances, has been violated. The main reasons stem from the limited awareness, leadership capacity and management ability of some Party committees, authorities, agencies, and leaders.
When discussing the draft documents for the 14th National Party Congress, Kha Van Ot, Secretary of the Tam Quang Commune Party Committee in Nghe An Province, emphasised the lessons learned from 40 years of implementing the Party’s renewal policy, particularly the theoretical lesson that “the people are the root” and that promoting their role as subjects and as the centre of development is a fundamental principle of the renewal path.
Kha Van Ot shared that, in practice, regardless of conditions or circumstances, even when facing many complex and difficult tasks, the commune’s Party committee and authorities have consistently upheld the principle of promoting the strength of the people and the great national unity bloc. Before implementing any policy or decision of the central government, the commune’s leadership always follows the motto: “The people know, the people discuss, the people do, the people inspect, and the people benefit.”
Lo Quang Hop, Head of the Party Building Commission of Tam Quang Commune, reported that the former Tuong Duong District Party Committee had issued Project No. 07 (dated 8 March 2022) aimed at fostering self-reliance, resilience, and the aspiration to rise among cadres, Party members, and the people. After more than three years of implementation, the poverty rate in many communes of the former Tuong Duong District fell by 10% to 15%; in Tam Quang Commune alone, the figure dropped from over 59% to below 25%. Locals refer to it as the project that “awakens internal strength for sustainable poverty reduction.” Following administrative restructuring and streamlining, the Tam Quang Commune Party Committee has continued to promote Project No. 07, encouraging residents to take the initiative in production and strive to escape poverty.
Drawing from the implementation of Project No. 07, and in discussions on the requirements for promoting the people’s right to mastery as set out in the draft documents for the 14th Congress, Secretary Kha Van Ot noted that the commune’s Party committee and authorities consider building a team of capable, reputable, and courageous cadres as a crucial solution. The commune encourages young and female cadres to participate in Party committees, local administrations, and mass organisations.
At present, 100% of villages in the commune have Party organisations, and all village heads are Party members. The commune directs the Viet Nam Fatherland Front and socio-political and mass organisations to continue renewing their content and operational methods towards practicality, effectiveness and closer engagement with the people. Citizens are encouraged to strengthen their roles in supervision and social criticism of local policies, projects and initiatives. The commune also promotes the application of information technology and digital transformation in its operations, building a “digital bridge” between the Party, authorities, and the people, while expanding forms of member mobilisation and focusing on supporting vulnerable groups, poor households, and families in particularly difficult circumstances.
