The event was held by Ninh Binh Provincial People’s Committee in collaboration with the Vietnam Film Development Association in Hoa Lu District, Ninh Binh Province on December 11.
First introduced in November 2023, the Vietnam Film Development Association developed the Production Attraction Index (PAI). The PAI evaluates how attractive localities are to film crews, aiming to enhance the appeal of various regions across Vietnam for film production while serving as a bridge between local authorities and the film industry. Through this index, local governments invite filmmakers to choose Vietnam as their backdrop.
The PAI is based on a framework addressing essential film production needs, represented by five key components resembling a five-pointed star: Financial support (availability of local grants, subsidies, and incentives for filmmakers), information support (efforts to promote destinations to filmmakers and the film industry), on-site support (facilitation efforts to connect film crews with stakeholders during production), legal procedures support (ease of obtaining permits and complying with regulations), and infrastructure availability (quality and accessibility of film production facilities and resources).
In its inaugural year, PAI received widespread participation, growing from 10 to 37 localities in just one year. Quang Ninh, participating for the first time in early 2024, quickly secured a spot in the top 10.
Quang Ninh has long been a favourite for domestic and international filmmakers. The province gained international recognition with scenes from the French film Indochine (1992) shot in Hạ Long Bay, contributing to the film’s Oscar win for “Best Foreign Language Film.” Later, Hollywood's Kong: Skull Island (2016) also featured Hạ Long Bay.
