The iHanoi app operates as a centralised public service portal for residents and businesses, meeting diverse needs such as searching for administrative information, submitting on-site feedback, checking traffic updates, and using online public services.
The newly introduced “Payment Utility” feature, integrated directly on the iHanoi homepage, enables users to make payments for essential fees and everyday utilities. These include administrative fees and charges, land taxes and levies, traffic violation fines, as well as payments for electricity, water, internet, television services, mobile top-ups, telecom data packages, technology insurance, TV360 services, and Vietlott lottery tickets.
Users can make transactions through various payment methods, such as linking to the Viettel Money digital financial app, connecting with bank accounts or domestic cards, and scanning QR codes. These payment methods ensure security and confidentiality while allowing citizens to complete transactions in a quick and convenient manner.
Launched at the end of June 2024, iHanoi was developed through a collaboration between the Ha Noi Public Administrative Service Centre, Viettel Ha Noi Branch, and the Viettel Enterprise Solutions Corporation (Viettel Solutions) — the core units responsible for building the platform. By mid-2025, Viettel Digital joined the project to expand digital solutions and enhance the user experience.
As of August 2025, iHanoi had become the largest digital citizen platform in Viet Nam, with 5.8 million registered accounts and approximately 72 million visits.
The cooperation between Viettel Digital and the Ha Noi authorities in developing new technology solutions on the iHanoi platform reflects the Viettel Group’s ongoing efforts to realise the vision set out in Politburo Resolution No. 57-NQ/TW - using technology as the foundation to serve people and accelerate the process of national digital transformation.
