Six working groups established to accelerate disbursement of public investment capital

Prime Minister Pham Minh Chinh signed Decision No.548/QD-TTg on May 2 to establish six working groups to inspect and remove difficulties and obstacles, and accelerate the disbursement of public investment capital in 2022 at ministries and central and local agencies that have not fully allocated the assigned public investment capital plan by April 30; with the disbursement rate as of April 30 being below the national average (18.48%).

The working groups were assigned to organise the review and synthesis of difficulties and problems; analyse the causes of difficulties and obstacles in the implementation of public investment projects, especially projects using ODA capital and concessional loans from foreign donors at ministries and central and local agencies; as well as propose solutions to promote disbursement of public investment capital and improve efficiency in the use of capital.

The groups are also responsible for guiding the implementation of the law on public investment and related regulations in order to remove difficulties and obstacles, and accelerate the implementation progress and disbursement of public investment projects.

They shall assess the observance of regulations on the formulation, allocation and assignment of public investment plans with state budget capital of ministries, central and local agencies in 2022; and evaluate the implementation of solutions to promote disbursement of public investment capital under the direction of the Government and the Prime Minister in ResolutionNo.01/NQ-CP (dated January 8, 2022), the resolutions of the Government's regular meetings, and the directive documents of Government leaders on accelerating disbursement of public investment capital in 2022.
