The province disbursed 20.6% of the local budget, 39.3% of the central budget, and 29.4% of ODA capital during the January-May period.
Despite a higher disbursement rate than the national average, the rate has yet to reach the set target, due to the prolonged time of land clearance of public projects, fluctuating prices of construction materials, and the scarcity of supply for sand and soil.
Issues such as the appraisal of fire prevention and fighting, environmental impacts, and weak capacity of contractors, have also affected the project and disbursement progress.
The province will adjust its capital plan in 2023 to shift public capital from low-disbursed projects to projects with high disbursement rates.
Related departments and agencies are also required to shorten the project appraisal time to two-thirds of the current time.
