UNDP, MOHA renew efforts on public administration reform

Nhan Dan Online – The Ministry of Home Affairs (MOHA), with support of the UN Development Programme (UNDP) kicked off a Public Administration Reform (PAR) project today, aimed at providing better administrative services for people in Bac Giang and Ha Tinh provinces and Can Tho and Da Nang cities.

The US$832,500 project, which was approved by Prime Minister Nguyen Tan Dung on September 25, 2012, aims to support the implementation of ongoing UNDP-funded PAR programmes in the above-mentioned localities in the 2013-2016 period.

The project activities focus on providing PAR-related technical support for the betterment of quality and performance of civil servants and public employees as well as the quality of delivery of public administrative services through innovative one-stop shop and inter-agency one-stop shop mechanisms.

Addressing the ceremony, MOHA Deputy Minister Nguyen Duy Thang praised the results of the ‘2009-2013 UNDP-PAR Support Project’ which aimed to strengthen the capacity of Vietnam’s governmental agencies in accelerating and improving PAR efficiency and effectiveness.

With MOHA’s efforts and valuable support from UNDP, the project has so far created significant PAR changes, including the establishment of a set of indicators to monitor PAR performance (PAR Index) and a set of criteria for measuring satisfaction levels of people towards administrative services, he said.

Regarding the newly-launched project, Thang stated that PAR lessons and results in the four above-mentioned localities will be shared with other localities and central-level agencies relating to the policy making, as part of an effort to increase policy dialogues among localities and central-level institutions.

He expressed his expectation for support from UNDP and close co-ordination among all relevant sides, particularly Bac Giang, Ha Tinh, Can Tho and Da Nang, to successfully implement PAR projects from 2013-2016 and create an impetus for the PAR campaign on a national scale.

In her speech, UNDP Assistant Country Director in Vietnam, Patricia Barandun stressed that a more efficient, responsive, transparent and accountable public administration produces better quality services to citizens.

‘A better serviced population will be able to achieve higher levels of development, hence the reform of public administration is an important means towards equitable growth and better living standards,’ she said.

Highlighting outstanding achievements of the UNDP and Vietnam PAR co-operation project between 2009-2013, Barandun expressed her hope for close co-ordination among stakeholders in giving effect to the new PAR project in the four above-mentioned localities and pledged to provide continued support to these important efforts for the benefit of all Vietnam citizens.
