According to the Ministry of Construction, the development of rental housing continues to face challenges, including long investment payback periods, a shortage of cleared land, high operating costs and unstable rental demand. The proposed incentives are expected to strengthen the legal framework, encourage investment in the rental housing sector and gradually bring supply and demand in the housing market into better balance.
