Speaking at the meeting, Deputy Director of the Digital Transformation Department Nguyen Cong Thanh expressed appreciation for the support and close cooperation provided by French experts throughout various stages of bilateral collaboration.
He noted that France's experience in digital transformation trends, e-government model and the findings from previous surveys and working visits had provided valuable references for Viet Nam in formulating and refining its digital governance policies.
Viet Nam has recently made significant progress, including the National Assembly's adoption of the revised Law on Electronic Transactions and ongoing efforts to develop an artificial intelligence (AI) regulatory framework drawing on the European Union AI Act.
In addition, the Government continues to strengthen institutional arrangements and governance mechanisms for digital transformation. Under the Government’s Decree No.196/2026/ND-CP, dated June 1, 2026, which defines the functions, duties, powers and organisational structure of the Government Office, the Government Office has been entrusted with serving as the principal advisory body to the Government and the Prime Minister in operating national information systems and digital platforms. This is regarded as a crucial foundation for enhancing data-driven governance and public administration.
In the coming years, Viet Nam will accelerate the development of digital infrastructure, data infrastructure and shared digital platforms. Nguyen Cong Thanh emphasised that effective implementation of regulations governing data connectivity and data sharing among government agencies will be essential to building an integrated national data ecosystem capable of supporting evidence-based policymaking and government decision-making.
He said that amid the rapid pace of technological development, particularly the transformative impact of artificial intelligence on public governance, learning from international experience has become increasingly important.
Therefore, Viet Nam hopes to continue benefiting from France's expertise in data development, AI applications, e-government and the effective operation of government digital platforms.
Commending Viet Nam's priorities, Romain Busuttil, Deputy Counsellor for Cooperation and Cultural Affairs at the Embassy of France in Viet Nam, said the country's strategic directions in digital transformation, artificial intelligence and human resource development closely align with the objectives of bilateral cooperation.
He noted that the French Embassy will continue exploring opportunities to develop concrete cooperation programmes, particularly in training high-quality human resources. France's network of leading universities and educational institutions is well positioned to support Viet Nam in designing training programmes tailoured to practical needs. Among them, French Vietnamese Centreof Management (CFVG) and the University of Science and Technology of Ha Noi (USTH) were identified as institutions with strong potential to participate in future cooperation initiatives.
France also stands ready to connect Viet Nam with its public administration and civil service training institutions, notably the French National Institute of Public Service (INSP), while facilitating study visits by Vietnamese delegations to examine AI governance and digital transformation policies implemented by French local authorities.
Romain Busuttil reaffirmed that the French Government attaches great importance to digital transformation cooperation with Viet Nam. Beyond professional collaboration, he stressed that effective communication will play an important role in promoting the achievements of bilateral cooperation. The French Ambassador to Viet Nam also places particular emphasis on expanding collaboration between the two countries in digital transformation.
Regarding artificial intelligence, Busuttil welcomed Viet Nam's early efforts to establish a legal framework and promote the responsible use of AI, describing this as a critical foundation for developing human-centred, ethical and trustworthy AI applications.
“The close cooperation between the Government Office of Viet Nam and the French Embassy will continue to deepen, contributing to the further development of the Viet Nam–France Comprehensive Strategic Partnership, particularly in digital transformation, innovation and the development of high-quality human resources,” Romain Busuttil said.
During the working programme from June 30 to July 3, French experts will deliver presentations on global digital transformation trends; data standards and architecture, and interoperability; legal and governance frameworks for data; reporting information systems, the national document exchange platform; data-driven governance architecture; data centres, cloud computing, data sharing infrastructure; governance models for critical digital infrastructure and other key topics related to the development of a modern digital government.
