Viet Nam, Russia strengthen cooperation in notarisation field

The Viet Nam Notary Association and the Federal Notary Chamber of the Russian Federation jointly organised the international seminar “Sharing International Experience on Notarisation” in Nha Trang, on November 16.

The event saw the participation of representatives from central ministries and agencies, the Consulate General of the Russian Federation in Ho Chi Minh City, as well as numerous legal experts and notaries from both countries.

The seminar aimed to enhance professional exchange and promote bilateral cooperation in the field of notarisation, particularly in the context of Viet Nam implementing the 2024 Law on Notarisation and accelerating digital transformation within the judicial sector.

A representative of the Federal Notary Chamber of Russia emphasised that Viet Nam is an important partner and stressed the need to maintain regular cooperation in order to share organisational models, management experience, and effective practices in notarisation.

At the seminar, the two associations signed a cooperation agreement, marking a new stage of bilateral development. This document establishes an official cooperation framework, laying the foundation for the implementation of professional training programmes, information exchange, studies on notarisation models, and collaboration in applying information technology to notarisation activities.

During the discussion session, the President of the Federal Notary Chamber of Russia affirmed that notarisation is a mandatory mechanism to protect the rights and interests of parties involved in important civil transactions. In the Russian Federation, legal safety is prioritised, followed by speed and convenience.

Regarding liability safeguards, Russia is among the early adopters of compulsory civil liability insurance for notaries. Russia currently operates a four-tier insurance system comprising: individual civil liability insurance; collective insurance organised by regional notary chambers; the notary’s personal assets; and the Federal Compensation Fund.

The Vietnamese side also shared its experience in implementing financial guarantee mechanisms under the 2024 Law on Notarisation and Decree No. 104/2025/ND-CP. Viet Nam currently applies a two-tier model consisting of compulsory professional liability insurance and a compensation fund managed by the Viet Nam Notary Association. This mechanism is considered appropriate to national circumstances, helping to protect citizens’ rights in notarised transactions while balancing the financial capacity of notaries.

Digital transformation was a major topic of the seminar. Representatives from the Russian Federation presented the Unified Information System — Russia’s national digital platform for unified management of notarisation. Delegates viewed this as an important reference for Viet Nam in developing an integrated database and advancing comprehensive digital transformation in the notarisation sector.
