Following the victories of the main forces and coordinated units, Binh Tuy Province was fully liberated by April 23, 1975.
The Command of Corps 1 reported the unit's status to the Front Command and received specific combat assignments for the Corps. On the same day, the Command of Corps 2 convened officers from its agencies, divisions, and regiments at the headquarters in Tam Hiep Hamlet, Xuan Hiep Commune, Long Khanh Province to receive campaign tasks for each unit.
On the afternoon of April 23, 1975, the Party Committee and Command of Corps 4 held a meeting to finalise campaign determinations for the units within the Corps.
On the same day, the units under Corps 3, including Division 10, Tank Regiment 273, Air Defence Regiment 234, and Infantry Division 7, arrived at their assembly positions in Dau Tieng District to prepare for the Ho Chi Minh Campaign. From April 21 to 23, 1975, Corps 3’s technical and armored units successfully crossed the Sai Gon River in secret and moved into their designated positions on the western bank.
On April 23, 1975, the Ministry of National Defence issued Decision No. 66/QP-QD, assigning the General Department of Technology to take over the Cam Ranh base and organise it into a joint logistics and technical support base under the General Department’s jurisdiction.
During this period, to support the main force units and technical equipment moving into assembly positions and preparing for combat, fuel supply troops swiftly deployed facilities to ensure the army was ready for battle. Due to long-distance mobility, fuel consumption by the main army corps alone reached up to 11,000 tonnes. However, thanks to timely replenishment by the strategic fuel forces, total fuel reserves for the corps still reached 9,000 tonnes.
In preparation for the Ho Chi Minh Campaign, the quantity of materials consumed during the preparatory phase (3,717 tonnes) far exceeded that of the actual campaign phase (1,826 tonnes). Fuel supply troops effectively took over captured enemy fuel facilities, including a storage system with a capacity of 253,469 tonnes, recovering 121,228 tonnes of various types of fuel.
On the enemy’s side, on April 23, 1975, Tran Van Huong sent representatives to Tan Son Nhat Airport requesting a meeting with the military delegation of the Provisional Revolutionary Government of the Republic of South Vietnam in an attempt to negotiate.
On the same day, the US President declared that they could no longer help the south Vietnam and ordered the evacuation of Americans from Saigon.
