Speaking at the ceremony, Vice Chairman of the Quang Ninh Provincial People’s Committee Le Van Anh affirmed that the project marks an important milestone in Quang Ninh’s transition from a “brown” to a “green” growth model. It is the province’s first wind power project, with a total capacity of 200 MW and a total investment of nearly 7.3 trillion VND, comprising 32 wind turbines using modern technology integrated with a synchronised transmission system.
Scheduled to become operational in 2028, the project is expected to supply nearly 600 million kWh of clean electricity annually, positively contributing to national energy security and promoting green, sustainable socio-economic growth.
Once operational, the project will create jobs for local workers and contribute between 80 billion VND and 100 billion VND annually to the local budget. In addition to its economic and energy security benefits, the project is also expected to promote experiential tourism in the area, generate more job opportunities for local residents, particularly ethnic minority communities in the future.
Tran Quang Tuyen, General Director of Cuong Thinh Thi Construction Investment Group Joint Stock Company and representative of the investor consortium, said that once operational, the project will not only provide a clean and stable power source for the northern regional grid but also help ensure national energy security, reduce greenhouse gas emissions and align with Viet Nam’s commitments at COP26 as well as its green energy development orientation. He added that the consortium is committed to selecting the most advanced technologies for construction and, with support from Quang Ninh Province and its experience in implementing wind and solar power projects, will complete the project on schedule.
In recent years, Quang Ninh Province has made strong progress, affirming its position as a key economic growth pole in the northern region. One of the key driving forces promoting the development has been the energy industry. The province is not only home to the largest coal output in the country but also one of Viet Nam’s major energy centres, with seven coal-fired thermal power plants currently in operation, with a total capacity of 5,862 MW, supplying around 34–36 billion kWh of electricity annually to the national grid.
Implementing the National Power Development Plan for the 2021–2030 period, with a vision to 2050, approved by the Prime Minister under Decision No. 768/QD-TTg dated April 15, 2025, Quang Ninh has identified 23 power generation projects based on renewable and environmentally friendly energy sources, with a total capacity of 3,502 MW. This forms an important foundation for the province to strongly shift its energy structure towards a green and sustainable model.
Quang Ninh is steadily transforming towards a green and sustainable development model. In this process, wind power has been identified as one of the key pillars, contributing to the restructuring of the energy sector in a modern and environmentally friendly direction.
The Quang Ninh 1 wind power plant project is not only an energy facility but also a symbol of the province’s innovative thinking and determination in effectively exploiting natural resources.
