The foundation from digital transformation and administrative reform
To date, Gia Lai has completed 130 key tasks, regularly implemented 34 tasks, and had no overdue tasks. All 135 communes and wards in the province have been “greened”, completing 117 provincial-level criteria. This not only has environmental and landscape significance but also demonstrates a determination to build a safe and sustainable living space, linked to the goal of socio-economic development in harmony with environmental protection. This is also an important step for Gia Lai to affirm its position in the process of sustainable development, linking economic growth with the protection of people’s living environment. Currently, administrative reform in the province continues to show positive and clear changes in many areas.
The province has provided more than 2,200 online public services, including 1,105 fully online public services and 1,096 partially online public services, creating favourable conditions for people and businesses to access public services quickly and transparently. The rate of timely processing of applications reached 97%, reflecting the professionalism and responsibility of the staff and civil servants.
The “Serving Citizens and Businesses” index reached 96.63 points, ranking second out of 34 localities, placing it in the group of localities with excellent scores. This is a proud achievement, showing that Gia Lai has become a shining example in administrative reform, contributing to enhancing people’s trust in the government apparatus, and significantly improving the investment and business environment.
In parallel with administrative reform, Project 06 has been effectively implemented, helping the province complete its population data platform with over 3.5 million standardised, cleaned, and synchronised data records. In particular, all administrative procedures now require citizen identification verification upon receiving applications, ensuring consistent access and use of information from the population data.
To date, 99% of eligible citizens have been issued citizen identification cards, and 85% of the population has activated and used VNeID. This has gradually made VNeID the “digital key” for citizens, opening up the possibility of accessing public services quickly and conveniently, contributing to building a digital society and digital citizens. It is clear that a modern population data platform helps manage society more effectively, reduce errors, and improve accuracy in issuing documents and managing the population. This is a crucial foundation for Gia Lai to move towards applying AI in management, administration, and serving the people.
Chairman of the Gia Lai Provincial People’s Committee, Pham Anh Tuan, requested that the entire province strive for all citizens to activate and use VNeID, making VNeID an essential digital tool in daily life and social management. Along with that, we must continue to “green” living spaces, linking it to the goal of sustainable socio-economic development, improving the quality of the environment and people’s lives. In particular, it is necessary to accelerate administrative reform, build e-government, and move towards digital government, using the satisfaction of citizens and businesses as a measure of service effectiveness.
“I propose that all levels and sectors thoroughly understand the spirit of responsibility, promote initiative and creativity, coordinate closely, and be determined to successfully achieve the set goals, contributing to building Gia Lai into a rapidly and sustainably developing province in the new phase," Tuan emphasised.
Promoting AI Research
Building on the achievements in digital transformation and administrative reform, on December 19, 2025, Gia Lai Province officially commenced construction of the Artificial Intelligence Research Centre in Quy Nhon Tay and Quy Nhon Bac Wards. The project, with a total investment of over 613 billion VND and a scale of 11.13 hectares, is invested by FPT Group. This is a key project, expected to create a turning point in the province's strategy for developing technology infrastructure and the knowledge economy.
It is projected that when operational in 2027, the centre will attract 4,000 to 5,000 technology experts and engineers, becoming a hub of intelligence and creativity, contributing to the formation of a high-tech ecosystem in Gia Lai. This is a landmark project to celebrate the 14th National Congress of the Communist Party of Viet Nam, and also affirms the province’s determination to make science and technology a new driving force for development.
Nguyen Khai Hoan, Deputy General Director of FPT Group, said that FPT decided to invest in the Artificial Intelligence Research Centre in Gia Lai because the area clearly possesses the “right time, right place, and right people.” In this context, AI and the knowledge economy are identified as strategic pillars for creating long-term breakthroughs for the locality and the entire Central Coast-Central Highlands region.
The development of AI will promote innovation, create an environment for research, testing, and application of advanced technologies, and attract thousands of world-class experts and engineers, as well as open up job opportunities for young local workers. We are committed to building a digital technology ecosystem, making Gia Lai a destination for technology businesses, and forming a new value chain in the digital economy.
At the groundbreaking ceremony for the Artificial Intelligence Research Centre, Deputy Prime Minister Ho Quoc Dung affirmed that AI is creating profound changes in all areas of social life, from state management, production, and services to the daily lives of the people. Today, AI is no longer a novel concept, but has become one of the key technological platforms, crucial for enhancing competitiveness and ensuring sustainable development.
The Deputy Prime Minister emphasised that Gia Lai Province has identified the development of AI technology, along with processing and manufacturing industries, renewable energy, and green energy, as important pillars of growth in the coming period. This is a strategic choice, consistent with the advantages and long-term development potential of the locality.
Looking back on the journey so far, it can be affirmed that Gia Lai Province has been realising Resolution No. 57 with concrete and clear results. From completing hundreds of tasks, “greening” all communes and wards, to administrative reform and building a modern population data platform, all demonstrate high political determination, the unity of the people, and the pioneering role of the cadre and civil servants.
The construction of the Artificial Intelligence Research Centre is a strategic step, opening a new chapter for Gia Lai’s socio-economic development and enhancing the province’s position in the national digital transformation process. This is not only an achievement of a locality, but also a testament to the spirit of “putting the people at the centre, using people’s satisfaction as the measure” in all activities of national innovation and development in the digital age.
