Defence Ministry puts armed forces on full alert for Typhoon Bualoi

On September 27, the Ministry of Defence issued an urgent telegram No. 6113/CD-BQP, outlining immediate measures to counter the impact of Typhoon Bualoi.

The directive calls for a coordinated and comprehensive response across all branches of the Viet Nam People’s Army and affiliated agencies.

The General Staff of the Viet Nam People’s Army instructed military units to rigorously follow the guidance of the Prime Minister, the National Civil Defence Steering Committee, and the Ministry of Defence.

Functional military units are requested to maintain high alert status, closely monitor storm developments, and proactively relocate warehouses and barracks from high-risk zones.

Ensuring the safety of personnel and equipment is paramount, alongside deploying resources swiftly to mitigate damage. Plans must be reviewed, with particular attention to areas vulnerable to flash floods, landslides, and inundation.

Evacuation of civilians to secure locations and protection of critical infrastructure, construction sites, industrial zones, and densely populated areas are also prioritised.

The General Political Department emphasised the importance of effective communication and public awareness. It directed efforts to highlight the contributions of armed forces and civilians in storm prevention, disaster relief, and rescue operations.

Meanwhile, the General Departments of Logistics-Technology, Defence Industry, and General Department 2 were tasked with reinforcing oversight of subordinate units, safeguarding military assets, and preparing technical equipment and supplies to assist local recovery efforts.

Military Regions 1 through 5 were ordered to coordinate with provincial Military Commands and Civil Defence Committees to inspect facilities, secure equipment, and collaborate with local authorities to bring vessels to safe harbour. Rescue teams and resources must be mobilised immediately, with all preparations completed by 10 a.m. on 28 September.

The Navy and Viet Nam Coast Guard are maintaining full readiness, ensuring the safety of maritime assets and preparing rescue forces for deployment.

The Border Guard High Commands, covering areas from Quang Ninh to Thua Thien Hue, are similarly on standby, working with local officials to alert fishermen, prevent vessel entry into hazardous zones, and organise rescue operations.

Air Defence-Air Force units and Corps 18 are also on high alert, securing facilities and preparing aircraft for emergency missions, including search and rescue and supply transport.

The Signal Corps and the Military Industry-Telecommunications Group are tasked with ensuring robust communication systems remain operational to support command and control throughout the storm response.
