The ministry urged FHS to ensure waste must be treated to meet domestic technical regulations and international standards as promised.
The MoNRE on November 10 announced that an interdisciplinary council supervising remedial measures, which is addressing the consequences of the incident, has recently gathered to assess results of overcoming negative impacts from the occurrence.
According to the council, in addition to efforts to urgently overcome the consequences, FHS has completed the transfer of US$500 million for damages caused by the incident to the Government of Vietnam as committed.
As of today, FHS has improved and operated a sewage and emission treatment system reaching set standards, as well as coordinating with scientific and technical agencies and domestic and international environmental experts to build plans for upgrading and constructing several additional waste treatment works to protect the environment according to international standards.
By the end of October 2016, work load for one water and emission treatment facility constructed by FHS was mainly completed, meeting technical standards for waste water, emissions and solid waste management.
However, the council also requested FHS to urgently implement additional works for environmental protection and technological transformation as promised.
At the same time, the council proposed to the Prime Minister to direct the implementation of a number of tasks, including assigning Ha Tinh Province to collaborate with relevant departments and agencies and Vung Ang Economic Zone Management Board to make assessments and approve basic designs and construction for environmental protection works by FHS in the shortest possible time, to satisfy technical requirements and environmental protection standards according to regulations.
It suggested the Ministry of Construction issue technical standards and regulations for recycling and re-using fly ash, bottom ash, and gypsum serving as building materials, while creating favourable conditions for the disposal of waste from thermal power plants in Vietnam in general and of FHS in particular.
The Ministry of Science and Technology, in coordination with the Ministry of Industry and Trade, MoNRE and relevant scientific bodies, should evaluate coke cooling technologies from wet to dry coke by FHS, ensuring technological conversion to advanced technologies and meeting environmental protection regulations.
The Ministry of Industry and Trade should coordinate with relevant ministries and the People's Committee of Ha Tinh province to review basic designs of FHS’s Iron and Steel Complex that have been evaluated and request FHS to comply with the approved project.
The Central Committee for Communications and Education, the Ministry of Information and Communications and press agencies should effectively provide public information on positive rectifying results of the incident for supervision from the public.
