From tightening discipline and improving the capacity and effectiveness of crime prevention and combat to reforming administrative procedures and actively supporting the people, the movement is gradually becoming a standard in task performance, contributing to building a regular, elite Public Security force that serves the people.
Discipline in the smallest tasks
At the central one-stop section for receiving and returning administrative results of the Tuyen Quang Provincial Public Security, dozens of people were already present at the start of the working day to complete administrative procedures. Some came to obtain identity cards, others to integrate documents into the VNeID application, while others came to register their residence. Officers provided careful guidance and processed each application promptly. What was noticeable was not only the orderly procedures but also the professional manner and courteous attitude of each officer and soldier.
Tran Quoc Hoang from Luc Hanh Commune said he had brought his eight-year-old daughter to the central one-stop section of the Provincial Public Security to apply for an identity card. Previously, officers from the Administrative Management Police Division for Social Order had guided him to submit information online via VNeID and obtain an application code.
As a result, the procedures were completed quickly and conveniently when he arrived in person. From taking a queue number to collecting his daughter’s biometric information, officers provided thorough and attentive guidance.
“What impressed me most was public security officers’ sense of responsibility. They worked very seriously and quickly while remaining approachable and enthusiastic, providing specific answers to every question. Their dedication and discipline at work, together with their closeness to and commitment to the people, made residents feel comfortable and welcome when coming to complete administrative procedures,” Hoang said.
Colonel Dang Dinh Cuong, Head of the Administrative Management Police Division for Social Order under the Tuyen Quang Provincial Public Security, said that when dealing with residents and processing administrative procedures, the unit’s officers and soldiers always uphold discipline and strictly observe the regulations of the People’s Public Security force, maintaining proper posture, manners, and conduct, wearing proper uniforms and communicating politely and respectfully with the people.
This spirit of discipline is concretised through the “Four Rights” principle: “Right regulations – Right procedures – Right deadlines – Right responsibility”. Each application is received and processed in the prescribed order, ensuring speed and convenience, while officers provide clear, consistent, and accurate guidance from the outset, minimising the need for residents to make repeated visits.
The unit has also promoted digital transformation and effectively utilised the National Population Database and VNeID application, gradually implementing the principle that “residents only need to provide information once”. Since the beginning of 2026, the division has received 21,373 identity card applications and 3,212 electronic identification applications, with 100% processed on time.
These figures not only reflect work efficiency but also show how discipline has been translated into concrete responsibility in each task, contributing to the image of dedicated, professional Public Security officers who remain close to and serve the people.
Loyalty through action
Identifying political steadfastness as the foundation of a Public Security officer, the Tuyen Quang Provincial Public Security has linked implementation of the “Most Loyal” criterion with reforming and improving the quality of political and ideological education. In the first six months of 2026, 100% of officers and soldiers studied and were briefed on the Party’s directives, resolutions, and conclusions.
Ten political education sessions were organised, with emphasis placed on linking educational content with professional duties, the traditions of the force, and the historical values of Tuyen Quang. The Provincial Public Security issued 55 documents providing guidance on monitoring officers’ and soldiers’ ideological developments and public opinion, thereby promptly addressing difficulties and problems, resolving psychological concerns, and creating unity in awareness and action.
However, political steadfastness only has real meaning when translated into action. In areas with complicated security and order situations, Public Security officers regularly face danger; when natural disasters strike, they are also present where the people need them most. It is in such circumstances that the honour oath of the People’s Public Security force is translated into responsibility and dedication.
Trieu Quoc Dat, Chairman of the Thuan Hoa Commune People’s Committee, recalled the days in late September and early October 2025, when flooding occurred in the area. Hundreds of households were affected, with many homes inundated and property and crops suffering heavy losses.
In those difficult circumstances, Commune Public Security forces were among the first to arrive, coordinating with Party committees, local authorities, and on-the-ground forces to help residents respond to and overcome the consequences.
“When residents were in trouble, Commune Public Security officers did not shy away from difficulties or danger, and were always present to coordinate with local authorities in supporting the people. Their timely presence not only helped the locality respond to the natural disaster but also gave residents confidence and peace of mind in their most difficult moments,” the Chairman of the Thuan Hoa Commune People’s Committee said.
It is precisely in such moments that the “Most Loyal” quality is demonstrated through concrete actions. Loyalty to the Party, the Fatherland, and the people is not merely political steadfastness, but also a readiness to shoulder the most difficult tasks, be present in challenging places, and protect the peace and safety of the people in all circumstances.
Staying close to the people through concrete actions
Alongside discipline and political steadfastness, the Tuyen Quang Provincial Public Security identifies being “Most Close to the People” as an important measure of task performance, following the motto: “When the people need us, when the people are in difficulty, the Public Security is there.” This spirit is concretised through practical actions addressing people’s needs right at the grassroots level.
At Tan Loan Primary School in Ham Yen Commune, nearly 700 pupils, most of whom are ethnic minority children, are taught English by only one teacher. As a result, more than 300 pupils in Grades 3, 4, and 5 face considerable difficulties in learning English. Understanding this situation, the Immigration Management Division under the Provincial Public Security has developed the “People’s Public Security Teacher” model, selecting officers and soldiers with English proficiency to support the pupils. To date, the model has organised 20 lessons, attracting more than 1,000 student attendances.
Teaching the class himself, Captain Le Anh Tuan, Deputy Secretary of the Youth Union of the Immigration Management Division, said that although he had majored in English at the People’s Security Academy, he had not received teacher training, so he had to proactively research and prepare lessons suitable for the pupils’ age, incorporating pictures and games to make the lessons engaging.
“The aim of each lesson is not to test or assess the pupils, but to help them review previous lessons, expand their vocabulary, and become more confident in communicating. Seeing their progress after each lesson brings us joy and motivates us to continue sowing the seeds of knowledge,” Captain Tuan said.
According to teacher Pham Thi Thuy, Principal of Tan Loan Primary School, the support provided by the “Public Security teachers” has contributed to improving the quality of English teaching and helped pupils become more confident and interested in the subject. For the first time in many years, three pupils from the school won prizes at the Internet-based English Olympiad (IOE), including two third prizes and one consolation prize.
Beyond academic support, Public Security officers and personnel also care for and support pupils from disadvantaged backgrounds. The model has mobilised and collected more than 1,300 books and school supplies worth more than 15 million VND for the “Study-Friendly Bookcase”, organised the “Haircuts for Children” programme, and provided essential goods to families of pupils affected by floods, with a total value of about 30 million VND.
In addition, the lessons incorporate awareness-raising activities to equip pupils and parents with knowledge on crime and social evils prevention; raise awareness of the risks of illegal immigration and emigration and online safety, while helping them better understand the policies and guidelines of the Party and State.
Through these practical activities, the “People’s Public Security Teacher” model has become a bridge of care and affection, helping make the image of Public Security officers more approachable, friendly, and responsible in the eyes of the people. It also shows that being “closest to the people” means not only maintaining a strong presence at the grassroots level, but also proactively reaching out to people, sharing their difficulties, and joining hands to address problems in their daily lives.
A notable feature of the “Three Mosts” emulation movement in Tuyen Quang Provincial Public Security is the emergence of hundreds of models, initiatives, and new approaches linked to the functions and duties of individual units.
From the “Non-Administrative-Boundary Kiosk”, the “Saturday for the People – Mobile Public Administration Point”, “Zero-VND Stall” and “Zero-VND Ao Dai” initiatives, and the use of AI in work processing, to the “Three Together”, “Three Knows”, “Foster Child of the Commune Public Security”, and “Foster Mother” models, each initiative aims to address people’s needs and better understand their circumstances, thoughts, and aspirations.
In this way, the “Three Mosts” movement has gone beyond a slogan to become concrete activities reflected in the daily work of Public Security officers and personnel.
The movement has also been associated with notable results in maintaining security and order. Numerous serious, inter-provincial and transnational special cases and criminal cases have been investigated and dismantled, including a case involving a network that used cyberspace to appropriate more than 200 billion VND; more than 708 tonnes of explosive fireworks were seized; and 172 drug-related criminal cases were prosecuted.
Administrative reform has also seen clear progress, with the processing time for 41 of the 183 administrative procedures under the authority of the Provincial Public Security reduced, by an average of 37.6%.
Senior Colonel Luc The Hung, Deputy Director of Tuyen Quang Provincial Public Security, affirmed that these initial results provide a foundation for taking the movement deeper and closely linking it with the professional duties of each unit and each officer.
In the coming period, the Provincial Public Security will continue to identify the “Three Mosts” as a key and breakthrough task, serving as a foundation for building collectives and individuals that are the most disciplined, the most loyal, and the closest to the people, thereby improving the quality of political tasks, maintaining security and order, and better serving the people.
“In the coming period, the Provincial Public Security will continue to incorporate the ‘Three Mosts’ movement into leadership resolutions, work programmes, Party cell meetings, and unit meetings, linking implementation results with personnel assessment and classification, as well as emulation and commendation.
Each unit, officer, and personnel member will continue to register specific tasks and activities, focusing on addressing emerging security and order issues; at the same time, tightening discipline, renewing political and ideological education, stepping up administrative reform, and directing activities more strongly towards the grassroots level,” Senior Colonel Luc The Hung emphasised.
With discipline as its foundation, loyalty as its mettle, and closeness to the people as its measure, the “Three Mosts” movement is gradually becoming an established standard in every task and action of Tuyen Quang Public Security officers and personnel, helping strengthen public trust and build a clean, strong, professional, elite, and modern force dedicated to serving the people.
