The approval of the project demonstrates the Government’s strong commitment to expanding access to high-quality education for people from ethnic minority communities, while helping to build a core workforce and cadre of ethnic minority professionals who meet labour market requirements, contributing to socio-economic development and ensuring national defence and security, particularly in ethnic minority, mountainous, border, and island areas.
The project applies to pupils, students, and trainees from ethnic minority communities living in ethnic minority, mountainous, border, and island areas, or from poor households, who are studying in key sectors and fields. University preparatory schools, vocational education institutions, higher education institutions, academies, research institutes, and relevant agencies and organisations are also involved in the implementation of the project.
The Project aims to expand equity in access to high-quality education, creating conditions for people from ethnic minority communities to study in key sectors with high demand for human resources. On that basis, it seeks to form a core workforce and cadre with adequate qualifications, integrity, and capacity, directly contributing to the socio-economic development of localities in ethnic minority and mountainous areas.
During the 2026–2035 period, the project targets annual enrolment of between 2,000 and 2,500 new college and university students, the expansion of master’s and doctoral training, and increased enrolment in university preparatory programmes for ethnic minority learners in ethnic minority and mountainous areas.
With a vision to 2045, the project will continue to expand the scale of training high-quality human resources from ethnic minority communities in selected key sectors and fields of strength, in line with socio-economic development goals for ethnic minority and mountainous areas.
In the 2026–2030 period, the project will focus on training in the following sectors and fields: health, information technology, agriculture, finance and banking, teacher training, tourism, and social work. In the 2030–2035 period, it will expand to additional sectors and fields aligned with the socio-economic development needs of ethnic minority, mountainous, border, and island areas.
