According to the Ha Noi Municipal Department of Finance, by the end of 2025 the city’s economic scale is expected to reach approximately 63 billion USD, 1.42 times higher than in 2020, accounting for 41.54% of the Red River Delta’s economy and 12.6% of the national total. GRDP per capita is estimated at 175 million VND, equivalent to around 7,200 USD. These figures reaffirm Ha Noi’s long-standing role as the nation’s economic locomotive.
Although occupying only 1% of the country’s land area and 8.5% of its population, Ha Noi contributes 16% of GDP, 18.5% of total budget revenue and 20% of domestic revenue. The city continues to play a major role as a hub for economic activity, trade, science, education and international exchanges.
The 2020–2025 term marked an important milestone as Ha Noi successfully implemented the Resolution of the 17th City Party Congress amid numerous difficulties and challenges. With a proactive and creative spirit and strong determination for renewal, the city has achieved solid progress in both the scale and quality of growth.
From an urban area of just about 150 square kilometres with a population of 400,000, Ha Noi has transformed into a megacity covering more than 3,300 square kilometres with nearly 10 million residents. The expansion of development space has gone hand in hand with a shift towards a modern economic model, in which trade and services have become the spearhead, accounting for nearly two-thirds of the city’s GRDP.
Ha Noi currently boasts a modern commercial system comprising around 30 shopping centres, nearly 150 supermarkets, 455 traditional markets, thousands of convenience stores and hundreds of vending machines. This network not only meets consumer demand but also provides strong support for urban economic development.
Notably, science, technology and innovation have emerged as new growth drivers. For two consecutive years (2023–2024), Ha Noi has ranked first nationwide in the Provincial Innovation Index. The city has proactively implemented a wide range of policies to support technology enterprises and start-ups, including training programmes, financial assistance, technology transfer and intellectual property development.
The application of science and technology in production, management and services has strongly promoted digital transformation and enhanced the competitiveness of Ha Noi-based enterprises in international markets.
Since the adjustment of administrative boundaries in 2008, Ha Noi has consistently maintained a GRDP growth rate higher than the national average. During the 2020–2025 period, GRDP grew at an average rate of 6.57% per year. In 2024 alone, GRDP increased by 6.52%, while budget revenue reached 513 trillion VND - the highest level nationwide - representing an increase of nearly 28.3% compared with the previous year.
According to Nguyen Xuan Luu, Director of the Ha Noi Municipal Department of Finance, in the 2026 plan, the city has developed three growth scenarios, with the selected option targeting GRDP growth of 10–10.5%. For the 2026–2030 period, Ha Noi aims for an average GRDP growth rate of 11% per year or higher, with GRDP per capita exceeding 12,000 USD.
With strong development momentum, Ha Noi is gradually consolidating its role as Viet Nam’s centre for economy, science and innovation, while laying a solid foundation to enter a new stage of modern and sustainable development.
